The Engineering Division is managed by the City Engineer and is comprised of professional engineers, technicians, analysts, and support staff. The Engineering Division works closely with the Public Works and Community Development departments to provide safe, resilient, and cost-effective public facilities that support everyday life in Tigard. The division accomplishes this by actively participating in the design, construction, and maintenance of the city’s five public facility systems: water, sewer, stormwater, streets, and parks.

The division has two main responsibilities regarding the continued operation and improvement of these public facilities.

Public Improvement Projects

The division is responsible for creating, funding, and managing the city’s Capital Improvement Plan (CIP). The CIP identifies and prioritizes what projects the city builds with public funds. The city funds some projects by itself. In other instances, the city goes through a competitive process to obtain funding from one or more public agencies, such as Metro, Washington County, or Oregon Department of Transportation.

Private Development Projects

The division is also responsible for overseeing development on private property when it is modifying or potentially impacting one or more of the city’s public facility systems to ensure compliance with adopted system plans and development standards. This work involves reviewing plans; issuing permits; monitoring erosion control measures; and inspecting all new public facilities, stormwater systems, and right-of-way work including, but not limited to, sewer and sidewalk repairs, street cuts, and franchise utility work. Engineering staff provides these services through the Tigard Permit Center.
