Red Rock Creek Enhancement
Red Rock Creek located in the Tigard Triangle area has experience hydromodification from past development resulting in severe erosion and incision. This erosion and incision, in some areas up to 25 feet deep, has resulted in a sanitary sewer line being exposed and has caused multiple line breaks requiring extensive repairs. Eroded sediment has also settled in areas from just upstream of SW Dartmouth, downstream to the confluence of Fanno Creek resulting in the degradation of wetlands and has caused localized flooding at SW Dartmouth. Future development in the Tigard Triangle and Hunziker area will add stormwater runoff and contribute to the degradation of the creek and its floodplain. Stream enhancement and stabilization measures to address the erosion within the project area may include beaver analog dams, woody debris, check dams, imported river rock, or other structural and light grade control measures recommended by the design team. To address the localized flooding at SW Dartmouth, wetland enhancement and enlargement, and sediment removal downstream of the SW Dartmouth culvert crossing to improve stream function.
Oregon Department of Transportation (ODOT) Projects:

Highway 217
On OR217, add a southbound auxiliary lane from OR10 to OR99W and a northbound auxiliary lane from OR99W to SW Scholl's Ferry Rd (OR210) to improve safety and traffic reliability. Pave road, add protective screening, and bridge updates on Allen Blvd and Denny Rd structures. Pave road, replace joints, and repair deteriorating concrete columns on OR210 over OR217 structure. Add sidewalks and bike lanes to the Hall Blvd (OR141) over OR217 overcrossing to improve bicycle and pedestrian connectivity. Add bridge rail that meets the current standards to the Fanno Creek Bridge. Install signs and technology to capture traffic statistics and improve operations. Add a signal pole base and conduit to the design of the Hall Blvd Bridge replacement.

Expect intermittent, short-term lane closures on Hall Boulevard for remaining utility, paving and bridge work over the next couple of months, but the road will remain open.

- Intermittent closures of auxiliary lanes and shoulders on OR 217 and nearby local roads throughout the project area. Various on- and off-ramps are narrower, but will remain open, unless stated otherwise.

City Capital Improvement Projects:
Fanno Creek Trail Connections
- This project constructs or improves four segments of the Fanno Creek Trail: Segment 1 (new) – Woodard Park to Grant Avenue; Segment 2 (improvement) Ash Avenue to Hall Boulevard; Segment 3 (new) Tigard Library to Milton Court; and Segment 4 (new) – 85th Avenue (south of Durham Road) to the Ki-A-Kuts Bridge.
- The project includes both on-grade (paved with asphalt) portions as well as portions elevated on boardwalks and bridges and will add numerous trailheads and rest areas.
- Due to a portion of the project's funding being federal funds, the Oregon Department of Transportation (ODOT) is required to administer the construction contract for the project. The City of Tigard has been and will continue to be heavily involved through project completion.
- All four segments have reached substantial completion and are open for use.

Fanno Creek Trail At-Grade Crossing at Scholls Ferry Road
- This project constructs a signalized at-grade crossing of Fanno Creek Trail at Scholls Ferry Road.
- The project resulted from past efforts studying how to improve trail availability that at times is hindered by inundation from Fanno Creek underneath the Scholls Ferry Road bridge over Fanno Creek. Tualatin Hills Park & Recreation District secured the project funding and is managing the project.
- The traffic signal poles have a significant lead time, resulting in the need to construct the project in two distinct phases.
- Phase one (June 2025 thru October 2025) will include everything except traffic signal pole equipment being installed onto the foundations.
- Phase two (currently projected to occur February 2026) consists of installing the traffic signal pole equipment.
- Work will occur on one side of Scholls Ferry Road at a time. Expect single lane closures and pedestrian detours along Scholls Ferry Road. When working on the south side of the road, the connector trail between the road and Fanno Creek Trail will be unavailable and a detour will be signed.

Murdock Street & Safe Routes to School (SRTS) Templeton Twality Improvements
Construction efforts are ongoing in multiple locations. Each work area is listed below.
What you can expect:
- Work hours will continue to be Mon. - Fri., 7:00 a.m. to 5:00 p.m.
- The Contractor, SLE Inc., plans to work around the two schools and 96th and Sattler after student drop-off and pause for student pick-up. Please give yourself some extra time for student drop-off and pick-up.
- Pedestrian access routes will be in place to direct school children through unfinished work areas along 103rd Ave, Murdock Street, Sattler St, and 96th Ave.
- The one-way traffic pattern along Murdock Street will reduce to include roadway between 103rd Ave and 100th Ave once sidewalk improvements are completed up to 100th Ave.
- Construction noise and equipment traffic will continue during work hours.
- Construction is expected to be completed by the end of October.
East Butte Heritage Park Pathway Improvements:
- The Contractor has paved the pathways through the park.
- Bollards will be installed at the ends of the pathways.
- Pathway lighting to be installed in October.
Sattler Street and 96th Ave Improvements:
- One utility remains to be transferred to the new utility poles along Sattler Street. The transfer date is TBD.
- The Contractor will continue pouring curb, driveway approaches, and sidewalk over the next two weeks.
Murdock Street (98th Ave to 103rd Ave):
- The Contractor is pouring sidewalk and driveways between 98th and 103rd Ave this week.
- The Contractor will complete wall construction in the water quality facility this week.
Murdock Street (96th Ave. and 97th Ave.):
- Minor striping work and site restoration to be completed over the next two weeks.

Red Rock Creek Stabilization and Enhancement
- Contractor is currently working near Dartmouth St. to complete stream channel improvements and to rehabilitate the existing culverts underneath the street that convey Red Rock Cr.
- This project will address erosion and flooding concerns and protect existing utility infrastructure from just downstream of Dartmouth St. up to 72nd Ave.
- Construction is scheduled to be complete by Fall 2026.

Reservoir 18 and Pump Station
Construction is substantially complete. Landscaping and trail improvements are underway at Reservoir 18 (Sunrise Park)
- Reservoir 18 (15005 SW Sunrise Ln): The contractor has completed drainage improvements on the south end of Sunrise Park. Pedestrian access to the southern areas of Sunrise Park is limited to marked trails while recently placed grass seed is established. Areas recently seeded will be closed to the public until mid-November. All other areas of the park remain open to the public.

Metzger Pipeline East
- Seismically resilient drinking water pipelines being constructed near Tigard for Tualatin Valley Water District, City of Beaverton, and City of Hillsboro customers.
- Roads impacted include SW Scholls Ferry Road from SW Roy Rogers Road to SW Allen Boulevard, SW Cascade Avenue north of SW Scholls Ferry Road, SW Hall Boulevard between SW Oleson Road to SW Scholls Ferry Road, SW Allen Boulevard from SW Scholls Ferry Road to SW Western Avenue, and Western Avenue.

River Terrace Area Construction
- New project site called River Terrace Town Center (former blueberry farm) on Roy Rogers Road is almost complete, developer is working on the park completion.
- Many projects in River Terrace are currently under construction, particularly on the east side of Roy Rogers Road, south of Scholls Ferry Road.

- South River Terrace, a subdivision located south of Bull Mountain Road and east of Roy Rogers Road, is under construction, at the present time it is in phase 3.
- River Terrace Park phases 2 & 3, Subdivision and Neighborhood Park are under construction, located east of River Terrace Blvd and north of Art Rutkin School. The contractor is installing utilities for the new subdivision.
