What is the Tigard Housing Plan?
The Tigard Housing Plan is part of a state-requirement to study the future housing needs of our community and develop actions that encourage the housing needed is built.
In 2019, the Oregon Legislature passed House Bill 2003 which aims to help communities meet the housing needs of Oregonians. The law requires Oregon's cities over 10,000 population to study the future housing needs of their community members and to develop strategies that encourage the production of the housing they need. The bill also requires each city above 10,000 population to adopt a Housing Production Strategy (HPS) within one year of completing their Housing Capacity Analysis. This strategy must include specific actions the city plans to take, like changing regulations or offering financial incentives, to encourage the development of the necessary housing types identified in the analysis.
This work will help the City clarify a vision and policy measures that directly respond to community needs, outline a practical plan to create meaningful change and achieve the outcomes the community needs.

Project Schedule
The project will take about 18 months to complete, ending during Summer 2027. Throughout the project, there will be opportunities for community input such as focus groups and a Housing Preference survey.

The outcome of the Tigard Housing Plan will be a Housing Capacity Analysis (HCA), which will identify if the city has enough land to meet housing needs for the next 20 years, a Contextualized Housing Need (CHN), which is a community’s assessment of housing needs, and a Housing Production Strategy (HPS), which is a set of specific actions the city plans to take that will make it more likely that the housing needs identified in the HCA are built, along with a timeline for each action. Any final policy changes are at the discretion of the City Council.

The Housing Production Strategy (HPS) is a local government-wide action plan that must include a list of specific actions that will address the housing needs identified in the Contextualized Housing Need (CHN).
