The Comprehensive Plan contains the city’s land use and transportation goals and policies. The Community Development Code, which is Title 18 of the Municipal Code, contains the standards and procedures that implement the Comprehensive Plan. Collectively, these documents guide how land is used and developed in the city.
The Tigard Zoning Map is an official part of the Community Development Code. The map displays the geographic boundaries of each of the city’s base zones. Each base zone allows specific uses, and each use is subject to a unique set of development standards as described in the Community Development Code.
The city’s base zones fall into one of five categories: Residential, Commercial, Mixed-Use, Industrial, and Parks and Recreation. Check the Tigard Zoning Map or Tigard Maps to see the base zone assigned to a specific property.
The following regulations also play a role in how land can be used or developed in the city. These regulations operate independent of, or in addition to, base zone regulations.
- Supplemental Development Standards (Title 18 Part 400): Regulates parking areas, landscaped areas, marijuana facilities, signs, temporary uses, and wireless communication facilities.
- Special Designations (Title 18 Part 500): Regulates development over, on, or near creeks, wetlands, steep slopes, and significant tree groves to protect water quality and habitat areas, prevent erosion and property damage, and preserve open space.
- Plan Districts (Title 18 Part 600): Regulates development within specific areas of the city that have unique characteristics and where existing base zone regulations would not achieve the desired outcome. Plan district standards and procedures usually apply in addition to base zone standards and procedures.
- Urban Forestry (Title 8): Regulates the planting, maintenance, and removal of street trees, native trees in sensitive lands, and trees required with development. Provides standards and procedures for identifying, evaluating, and abating hazard trees. Supports the voluntary protection of heritage trees.
- Areas of Special Flood Hazard (Title 9): Regulates development in flood hazard areas identified by the Federal Emergency Management Agency (FEMA) to protect human life and property.
