What is Tigard Home?
Tigard HOME (Housing, Opportunity, Mobility, and Enterprise) is a long-range planning project that aims to provide community members with more options for entertainment, employment, amenities, services, and housing. Tigard HOME is working to create vibrant neighborhoods where it's easy for everyone, regardless of mobility needs, to get to homes, shops and services. With help from community input, expert advice, and proven planning approaches, the City will recommend updates to the Tigard Development Code, which is the set of rules that guide how and where things are built.
Our City motto proclaims Tigard as "a place to call home." Does this ring true for you? What do you love about calling Tigard home and what do you wish could be even better? What do you wish you could produce, make, sell or access from your home or in your neighborhood? We will be having this conversation with the community for several months with a variety of opportunities.

▶ Why is the City of Tigard pursuing the Tigard HOME project?
Much of the City of Tigard is zoned for residential use. While this zoning has provided plenty of opportunities for community members to dwell in Tigard, it has limited the ability of these communities to become truly complete neighborhoods. Public engagement for long range planning projects in Tigard has consistently indicated that residents desire:
- More amenities within walking distance of their home
- More freedom regarding how they use their home or property
- Clearer processes for selling goods and services to neighbors
- More attractive and safe pedestrian connections
▶ What are complete neighborhoods?
Complete neighborhoods allow people to meet most of their daily needs within a short walk or roll from home. In complete neighborhoods, kids can easily walk to school, and residents can easily access a grocery store, go to a medical appointment, play in a park, grab coffee, get to work, and more. These neighborhoods support active transportation and reduce the need to drive for everyday activities.▶ What are amenities and services?
Amenities are physical features and places that enhance a community, such as parks and trails, street lighting, public squares, and recreation centers.Services are places that provide assistance and goods, such as bicycle repair shops, small grocery stores, health and wellness studios, retail stores, health care clinics, childcare, emergency services, and government services.
