A Neighborhood for Everyone

River Terrace 2.0 is a future Tigard neighborhood located west and south of the current River Terrace neighborhood which totals roughly 500 acres of land. River Terrace 2.0 will be a neighborhood for everyone with a wide range of housing choices, natural open spaces including trails and parks, commercial services, and transportation options beyond just driving.

The River Terrace 2.0 project is currently developing the Community Plan which is a guiding document that lays out the vision and development objectives for the new neighborhood. Together with updates to Tigard’s Community Development Code, the project will establish the rules and tools needed for development to occur in a way that aligns with that vision.

The Community Plan phase of the project will take about two years to complete, ending during the second half of 2026. Throughout the project, there will be opportunities for community input such as open houses and focus groups to inform this planning process.

Project Schedule

The River Terrace 2.0 Community Plan project is a two year-long planning effort that is divided into three major phases – Study, Recommend, and Draft Code/Plans. The project is currently in the Recommend phase. This is when the project shares draft policies and concepts for development rules with the public, city boards and commissions, advisory groups, regional partners, and other stakeholders to request input before beginning to draft code updates and plans.

Schedule Overview

  • Spring 2024
    • Kick off and Community Advisory Committee recruitment.
  • Summer 2024- Summer 2025
    • Gather input from community members related to transportation, environmental considerations, utility needs, natural spaces, housing needs and market demands.
    • Study available options and create draft plans that incorporate input from a range of interested parties.
  • Spring 2025-Spring 2026
    • Present recommendations. Draft codes and plans.
  • Summer/Fall 2026
    • Final Community Plan and updates to the Community Development Code to be considered for adoption by City Council.

 

What will be in the Community Plan?

The River Terrace 2.0 Community Plan is a guide that helps shape how the area will grow and develop. It builds on earlier ideas from the Concept Plan and turns them into more detailed plans and policies.  These are the rules and tools that will be reflected in the Community Plan:

  • Climate: Goals and strategies for lessening the impact to the environment and supporting energy efficiency and climate resiliency.
  • Housing: Strategies to provide a variety of housing types, including affordable homes and middle housing that are currently in short supply.
  • Streets: Street layouts and designs that safely connect homes, shops, and parks for people walking, biking, or driving.
  • Parks and Trails: Planning for parks of different sizes and locations throughout the neighborhood within walking distance of homes and trails to get around and enjoy nature.
  • Development Rules: Regulations and zoning to make sure commercial activities are integrated with residential areas in a way that supports walking and biking, community connection, and climate resilience.
  • Natural Areas: Approaches for preserving and protecting sensitive natural areas and waterways.
  • Paying for Infrastructure: Finding fair ways to pay for the roads, utilities, and other infrastructure the new neighborhood will need.

The Community Plan will incorporate these objectives in fair, creative, and innovative ways to create a neighborhood that is unique and inspiring to our Tigard and regional communities.


Equity – A Place for Everyone

We want to build a neighborhood that everyone can call home. That means including everyone in the planning process, especially people from diverse communities. The City wants to make sure that this new plan reflects the needs and preferences of current and future residents.


Climate Responsibility – Planning for the Future

A core goal of this plan is preparing for climate change. We're looking at ways to lower the area's impact on the environment and to create a more resilient community by building walkable neighborhoods, offering innovative housing and business solutions, and supporting active transportation options.

 

Community Involvement

The River Terrace 2.0 Community Plan will include input from a variety of public participants. The project team will share information and gather community input through public events, focus groups, and the Community Advisory Committee.

Focus groups will be designed to reach community members living in or near Tigard who may not be engaged through traditional outreach avenues, including non-English speakers and historically harmed or marginalized communities.

Public events will be hosted online and in person concurrently, when possible, to provide community members with the option to participate in a way that feels most convenient to them. The events will engage with community members who live in and around Tigard and will focus on providing project updates, seeking input on ideas being considered, and sharing next steps.

The Community Advisory Committee (CAC) will provide feedback and advice to help build the Community Plan. The CAC will consist of community members living in or around Tigard. The project team will conduct direct outreach to those who may not be engaged using traditional outreach and recruitment methods to ensure their voices are included in this process. CAC members will provide feedback on the proposed plans and approaches based on their lived experiences and help expand outreach by connecting the project team with their communities when opportunities arise.

Regional Context

While we envision River Terrace 2.0 as a complete community that is livable, walkable, and equitable on its own, it is important for the plan to consider how the neighborhood connects with the wider community as the region grows and changes. This includes adjacent areas in King City and Beaverton, as well as connections to regional amenities, transportation options, parks, and natural spaces.

To support the new River Terrace 2.0 area, future development will include connections and potential improvements to Beef Bend Road, Bull Mountain Road, Mountainside Way, Roy Rogers Road, and Scholls Ferry Road. An extension of Tile Flat Road through the neighborhood is also being considered. We want to make sure River Terrace 2.0 meets the needs of present and future residents to get around in the region and help create a more equitable, diverse, and interconnected Tigard. 

River Terrace 2.0 Concept Plan

Concept Plan & Urban Growth Boundary Expansion

Planning for River Terrace 2.0 began in 2019, with direction from the Tigard City Council, to prepare two urban reserves for eventual development at a target density of 20 dwelling units per acre to help meet the city and the region’s needs for housing. The Community Development team began work on a Concept Plan for the area in 2020. A Concept Plan is an important first step that sets out a vision for the future of these lands. That vision is reflected in the final Concept Plan document linked below.

The city applied to Metro for an expansion of the Urban Growth Boundary in 2021 based on the vision set out in the Concept Plan. The Metro Council added these lands through a swap with undeveloped lands elsewhere inside the Urban Growth Boundary in February of 2023.
