The Permit Center is a one-stop shop for all your development review needs. It is staffed by professionals from the City of Tigard Building, Engineering, and Planning Divisions. We are responsible for implementing local and state policies and regulations related to public and private development activity.
Our services include reviewing and issuing permits, evaluating land use proposals, collecting applicable fees, performing site and building inspections, and helping applicants and community members successfully navigate the development review process.

Noise from construction activities during these days and times are exempt from sound limits per Tigard Municipal Code Chapter 6.02.450 Exceptions to Noise Limits.
The Building Division works to maintain the health and safety of the Tigard community by ensuring property owners, developers, and trade workers comply with state and local building codes. The division is managed by the Building Official and is comprised of plans examiners, building inspectors, permit technicians, and support staff.
The Building Division reviews and issues building permits for residential and commercial building projects, including new construction, interior remodels, additions, and demolitions. The division also reviews and issues trade permits for plumbing, electrical, mechanical, fire protection, and solar installation work.
Permit Submittals
All building permit applications must be submitted electronically to EPlanSubmittals@tigard-or.gov. If application materials are too large to email or you are unable to submit electronically, please contact us for assistance. Applications for simple trade permits may bypass this process by using our online portal.

The Engineering Division provides private development review services to ensure the provision of safe and resilient public facilities that meet or exceed the City of Tigard Public Improvement Design Standards. The division is managed by the City Engineer and is comprised of professional engineers, technicians, analysts, and support staff.
The Engineering Division reviews construction plans, issues permits, and performs inspections for work in the public right-of-way that involves constructing, altering, or repairing public or private infrastructure. The division also oversees work on private property that could potentially impact one or more of the city’s public facility systems. Many different types of activities may require an engineering permit including, but not limited to, the following:
- Installing or repairing sidewalks or driveways
- Installing or repairing sewer, water, or stormwater service lines
- Installing or modifying franchise utility equipment
- Placing or storing equipment, materials, or structures in the right-of-way
- Creating or modifying more than 1,000 square feet of impervious area on a site
- Disturbing more than 500 square feet of soil on a site
- Working outside normal construction hours

Public Improvement Design Standards
The purpose of the City of Tigard Public Improvement Design Standards is to provide a uniform set of standards and procedures to assist city staff and private consulting engineers when designing, constructing, altering, or repairing public facilities.
The Engineering Division is currently in the process of completing a substantial review and update of this document. During this process, stakeholders will be given adequate opportunity to review and comment on any proposed changes.

The Planning Division implements the development goals and policies of the Tigard community by ensuring property owners, developers, and businesses comply with the Tigard Community Development Code and other applicable regulations. The division is managed by the Assistant Community Development Director and is comprised of professional planners and support staff.
The Planning Division reviews land use proposals for compliance with applicable approval criteria and development standards, notifies neighbors about land use applications and public hearings, and helps decision-makers, applicants, and community members navigate the land use review process.
Common land use proposals include the division of property for future development, new or modified commercial development, and development on or near sensitive lands, e.g. wetlands, creeks, and steep slopes. The division also issues permits for signs, home occupations, and tree removals.
