Mediation: A Helpful Alternative
Sometimes talking with your neighbor is the quickest way to address a problem. The City of Tigard partners with Beaverton to offer free mediation services to Tigard residents.

Code Compliance
Code compliance officers maintain community safety and livability through effective enforcement of state and local codes. The city’s code compliance program is complaint driven. Code compliance officers do not search for code violations, nor do they investigate complaints outside city limits. If you are unsure whether a property is within city limits, please check Tigard Maps.

How to Submit a Code Complaint
If you believe a property within the City of Tigard is in violation of one or more of the codes listed below, please submit a complaint through Tigard Service Request. Be prepared to provide the following information:
- The type of code violation being reported.
- The address or parcel number where the observed violation is located.
- A description of the observed violation and where it’s located on the property. Supporting documentation such as photos, maps, letters, or illustrations may be helpful and are encouraged.
- Your contact information.
By reporting a violation, you understand and agree that all information provided becomes public record.
What is a Code Violation?
A code violation is a breach of any of the codes listed below when it is located on private property or can be tied to private property.
- Tigard Municipal Code
- Creating or allowing a nuisance (such as overgrown grass or excessive noise)
- Failing to maintain housing (such as not providing an adequate heating source)
- Operating a business without a license
- Removing a tree without a permit (including street trees)
- Storing property or materials in the street without an encroachment permit (including storage containers, dumpsters, and soil or mulch)
- Tigard Community Development Code (such as placing a shed too close to a property line or building a fence taller than allowed)
- Oregon State Building Code (including performing work without a permit)
What is NOT a Code Violation?
A code violation generally does NOT include issues in the public right-of-way or on public property, such as city parks. These issues are handled by the Police Department or Public Works Department. Community members can report them through Tigard Service Request. Examples of common issues that are not code violations:
- Traffic Safety Concerns, (such as blocked signage or speeding).
- Parking Issues, (such as inoperable or abandoned vehicles, RVs, boats, or trailers).
- Maintenance Requests, (such as pothole repair or park equipment maintenance).
