Community Development is largely responsible for planning and regulating construction and transportation in the city.  The department is committed to carbon responsible community development practices to help meet local, regional and state GHG reduction targets, contribute to the health of the planet, and support the health of people in Tigard now and generations from now.
Commercial Property-Assessed Clean Energy (CPACE)

Carbon Responsible

The City of Tigard is working with Washington County to establish a program to help finance energy efficiency investments in buildings.  Modeled on successful programs in Multnomah County and across the country, Commercial Property-Assessed Clean Energy (CPACE) allows building owners or developer to borrow money for energy efficiency investments and pay the loan through their property tax bill. This financing arrangement helps keep interest rates low and encourages long-term investments in energy efficiency. CPACE may be funded by private or public investment.

Electric Mobility Strategy

Electric Mobility StrategyThe City’s Electric Mobility Strategy will investigate and inform implementation actions including local policy decisions that can be made within the next five years to encourage growth in electric mobility adoption in Tigard.

The project will make specific recommendations to amend several of Tigard’s adopted plans, development and building codes, and engineering design standards to support electric mobility adoption.

Tigard HOME (Housing, Opportunity, Mobility, and Ease)

Tigard HOMETigard HOME (Housing, Opportunity, Mobility, and Ease) is a new climate-first long range planning project that aims to reduce the need for vehicle trips by allowing for complete neighborhoods. It recognizes that most emissions at a local scale are generated by transportation and that comprehensive emissions-reduction requires us to make shorter travel distances a reality.

In order to accomplish this, the City needs to allow for flourishing self-contained communities where various housing, economic, and entertainment options are reachable without getting in a car. Part of what will make this possible is allowing regulated and appropriately scaled nonresidential activity within residential neighborhoods.

Tigard Enterprise Zone

This program provides a 3-5 year local property tax abatement for manufacturers who invest in new equipment and grow their workforce. Often new equipment purchases can benefit from an Energy Trust rebate and free consult with an Energy Trust advisor.

Tigard Triangle Opportunity Fund

The Triangle Business Opportunity Fund supports entrepreneurs by provides matching grants for construction costs associated with building renovations. Grants provide a 50% funding match (up to a maximum of $50,000 for eating and drinking establishments, up to $25,000 for all other businesses) to help fund the cost of interior or exterior renovations for businesses moving into vacant ground floor commercial spaces in the Tigard Triangle.

Projects that enhance environmental sustainability by including energy efficient upgrades/improvements or participating in an eligible Energy Trust of Oregon program will be prioritized for grant funding.
