This committee manages the audit contract with the city’s outside audit firm and oversees the city’s internal control management.

Purpose
The Budget Committee deliberates on the proposed budget submitted by the city manager and sends an approved budget to the City Council for adoption. The committee also approves tax levies.

General Information
The Budget Committee consists of members of the City Council, including the Mayor and an equal number of appointed members, who must be qualified voters of the city and are not employees, officers or agents of the city. The members have staggered, three year terms.

There are approximately six meetings throughout the year, with the majority of those being in late April/May. The committee schedules meetings to review and hear discussion on the proposed budget for the next fiscal year. All meetings are advertised and open to the public.

Purpose
The Charter Review Committee will offer input on specific amendment language, suggestions to improve, clarify or modernize the Charter, or recommendations to further research sections that require additional consideration or deliberation.

Originally adopted by voters in 1962, the city charter is our version of a “constitution” and guides our structure and operations. Amendments to the charter have been made multiple times throughout the years. Until now, however, a comprehensive review of the charter has not been completed.  

UPDATE: In May 2024, we will ask Tigard voters to weigh in on proposed changes to the Tigard City Charter.  Details here.

Purpose
CCE is charged with oversight, accountability and policy direction for city engagement activities. This includes review and recommendation on specific plans for community input, feedback, education and information. The goal is to inspire active two-way community engagement, broad participation of diverse community members and encourage shared responsibility and ownership (community members and elected officials) to use knowledge, skills and experience to improve the community and advance the city’s strategic vision.

February 2024 Update

The Community Navigator Ad Hoc Committee came to the following recommendation following its four meetings:

“Fund an external consultant to review Tigard's current external engagement and outreach efforts using an equity lens and offer recommendations for a path forward.” The Budget Committee and City Council approved this recommendation at the January 23, 2024 City Council/Budget Committee Joint Meeting. You can watch the discussion here.  City of Tigard teammates developed a Request for Proposals for an Equitable Engagement Consultant. That RFP is open March 27, 2024 through May 1, 2024. Please visit the Equitable Engagement RFP webpage for more information.

Purpose
On October 17, 2023, City Council recommended proceeding with the creation of an ad hoc committee to explore the idea of a Community Navigator position, as previously recommended by the Public Safety Advisory Board. The purpose of the Community Navigator Ad Hoc Committee was to evaluate the feasibility and scope of such a position, and/or discuss other solutions. 

Meetings 
The Community Navigator Ad Hoc Committee met four times over November and December 2023, from 4:30-6PM, via Microsoft Teams. These meetings were open to the public.

The Library Board was established under Tigard Municipal Code 2.36.

General Information
The Library Board consists of seven community members and two alternates appointed by the City Council for four-year or two-year terms respectively. Of the seven members, at least six shall reside within the Tigard city limits and one may reside outside the city. Alternates do not vote.

The Library Board generally meets on the second Wednesday of the month at 6:30 PM. These meetings are open to the public.

To advise and advocate for park and recreation opportunities for a growing Tigard.

General Information
The board meets the second Monday of each month at 6 PM. These meetings are open to the public.

The board consists of seven community members appointed by the City Council for four year terms. The council also appoints alternate board members; one from the Tigard-Tualatin School Board, and the other from the Tigard Planning Commission. There can also be two ex-officio members.

Purpose

The Planning Commission plays an integral role in the growth and development of Tigard. Planning Commissioners review land use and transportation policy proposals and advise City Council on updates to the Tigard Comprehensive Plan, Tigard Community Development Code, and Tigard Zoning Map. They also review and decide whether to approve development proposals that are subject to discretionary approval criteria.

Much of their work is done within the structure of a public hearing where public testimony is invited and diverse—sometimes conflicting—perspectives are expressed. Planning Commissioners do not represent any particular person, business, or group within Tigard. They must strive to make decisions and provide recommendations that consider existing policies and regulations, the rights of property owners, and the current and future needs of the community, including those who are most vulnerable.

Purpose
The creation of a Public Safety Advisory Board is one idea that grew from community input and Council discussion in response to the killing of George Floyd. This limited duration Board reviewed public safety practices, with similar community input and draft frameworks anticipated for all other areas of city operations. The Public Safety Advisory Board was resolved on June 27, 2022 after 72 hours of meetings over 18 months.

Purpose
The purpose of the Town Center Advisory Commission (TCAC) is to make recommendations on TIF District policy, budget and implementation to improve Tigard's TIF districts.

The commission consists of eleven members who are residents of Tigard or own a business or property within the TIF Districts. They are appointed by the City Council for 3-year terms. Two alternate members are also appointed for 1-year terms.

Effective January 1, 2024, the commission consists of the following members:, Alvin Bautista, John Goodhouse, JoJo Keating, Patty Lofgren, Bryan Purdin, Elise Shearer, Chris Sjolin, Daniel Thompson, Robert Tomasovic, Gabriel Velasquez, and Derrick Wright.

Purpose
The Town Center Development Agency (TCDA) is charged with the revitalization of downtown and implementation of the Urban Renewal Plan, which was approved by voters in May of 2006.

The Tigard City Council serves as the Board of the TCDA.

The source of funding comes from tax increment financing. When the TCDA was established, the assessed value of the district was frozen. Property taxes collected on any growth in assessed value over and above the frozen base (the increment) can be invested by the TCDA on tax increment financing projects to foster economic development in the downtown.

Purpose
The Tigard Transportation Advisory Committee (TTAC) acts as an advisory body to the Council and staff. They provide a venue for community involvement opportunities in transportation matters and increase community awareness of transportation issues that affect the City of Tigard. The committee is charged with advising the Council and staff on implementation of the Complete Streets Policy.

General Information
The committee consists of eleven members who are residents of Tigard or own or have primary management responsibility for a business in Tigard. The committee includes representation from self-identified pedestrian, bicycle, and transit advocates. They are appointed by the City Council for three-year terms. Alternate members are appointed for one-year terms. The TTAC typically meets the first Wednesday of each month from 6:00 to 8:00 PM. These meetings are open to the public.

Purpose
The Water Advisory Board (WAB) was created to act as an advisory body to the City Council and staff to continue to work together with the City of Durham and Tigard Water District as good stewards of a fully integrated water supply system for current and future water system users within the Tigard Water Service Area.

The board will consist of five members. Three members of the board are elected officials from the City of Tigard, City of Durham, and Tigard Water District. Two board members shall be "at-large" members representing customers within the Tigard Water Service Area (TWSA). The board meets every other month to review and provide an advisory role to the Tigard City Council on various issues related to the delivery of safe and reliable drinking water to the community.

Purpose
A student volunteer group whose mission is to empower, improve, and connect the lives of Tigard youth.

TYAC activities have included:

• Participating in focus groups on topics such as transportation, climate, public safety, and housing development
• Presenting annually to Tigard City Council
• Hosting a teen mental health lecture
• Coordinating clothing and food drives
• Assisting with City of Tigard election outreach 
• Helping at City events: Pride Parade & Festival, El Tigre Fest, Egg Hunt, and Movies in the Park
• Connecting with other area youth councils
• Dialoguing with local and federal elected officials
• Representing Tigard youth at the National League of Cities Conference in Washington, D.C.
