Key Findings
Highest-performing areas

The majority of residents (80%) continue to rate Tigard positively as a place to live.

Compared to 2023 ratings, more respondents felt safe from property crime and violent crime and indicated that they felt safe in Tigard’s downtown/commercial area during the day.

About 7 in 10 participants felt that the Tigard community does an excellent or good job at making all residents feel welcome, attracting people from diverse backgrounds, and valuing/respecting residents from diverse backgrounds.

Residents rate Tigard’s water quality more highly than the national benchmark (or average across the United States) for that metric.
Areas of focus

Transportation challenges, including traffic flow and street repair, persisted. Less than half of residents rating the overall quality of the transportation system positively (47%).

Education and cultural opportunities faced setbacks. Only 2 in 10 residents rated adult education opportunities highly, declining from 3 in 10 residents in 2023.

Randomly selected households received invitations to take Tigard's National Community Survey in early-May. This was followed by an "open participation" survey period when any resident could take the survey.
Tigard partnered with Polco, a leader in the field of civic engagement and surveying, to issue the 2025 National Community Survey. The survey is a standard benchmarking tool used by communities across the nation to gain a comprehensive understanding of the livability and satisfaction of government services from community members.
