Looking for business space but worried about buildout costs?

The Triangle Business Opportunity Fund supports entrepreneurs by providing matching grants for construction costs associated with building renovations. Grants provide a 50% funding match (up to a maximum of $50,000 for eating and drinking establishments, up to $25,000 for all other businesses) to help fund the cost of interior or exterior renovations for businesses moving into vacant ground floor commercial spaces in the Tigard Triangle.

Who is eligible for grant funding?
To be eligible for funding, businesses must be in the food and beverage, retail, and personal or professional services industries. Complete eligibility criteria and requirements can be found below. 

How are grant awards determined?
Matching grant applications are reviewed by a panel committee. Among other factors, entrepreneurs who show a commitment to growing their business by completing advising services with a partner organization will be prioritized for funding. Businesses with potential to enhance cultural/business diversity and environmental sustainability will also be prioritized. Complete Eligibility Criteria and Requirements for the Triangle Business Opportunity Fund Program

Eligible participants

  • Businesses leasing commercial property within the Tigard Triangle TIF District.
  • Commercial unit must be vacant and on the ground floor.
  • Small businesses (19 employees or less).
  • Business must be in the food and beverage, retail, personal services, or professional service industries.

Ineligible participants

  • National franchises, government offices and agencies, and residential properties.
  • Businesses not in industries specified above.

Eligible Work

  • Energy efficiency upgrades
  • Trade fixtures/machinery; large and affixed equipment
  • Demolition and shell reconstruction
  • Plumbing, mechanical, and electrical improvements
  • Safety improvements including seismic upgrades, fire-suppression systems, hazardous materials abatement, and ADA compliance
  • Interior finishes including flooring, painting, and built-in casework
  • Rehabilitation to building facades visible from the street: Storefronts; cornices; gutters and downspouts; exterior lighting; canopies and awnings painting and masonry cleaning; interior window display lighting; painting; signage (eligible only as part of a larger project); permit and design fees.
  • Improvements to the landscape between the building and the public right-of-way: Paving; planters; landscape elements; trees; shrubs; lighting; benches; permit and design fees.
  • Systems Development Charges (SDC’s) related to the improvements
  • Other improvements may be considered at discretion of the Town Center Development Agency (TCDA)

Ineligible Work

  • Maintenance improvements; Removable fixtures, appliances, any non-permanent upgrades or adaptations; stand-alone signage (if not part of a larger project); structural foundations; billboards; security systems; non-permanent fixtures; interior window coverings; vinyl awnings; personal property and equipment; security bars; razor / barbed wire fencing; landscape maintenance.

Other Requirements

  • No more than one grant may be awarded per three years per recipient.
  • Projects receiving a grant must be completed within one year from the time of award.
  • Projects must receive all necessary city permits and be in compliance with all applicable zoning and building codes.
  • If possible, applications should include at least two bids from licensed contractors for the proposed work.
  • Grants are paid out on a reimbursement basis to fund up to 50% of total eligible costs up to the maximum award amount of $25,000, once the grantee has completed the work and documented that the contractors completing the work were paid.
