Public Parking Enforcement Pilot Program
Downtown and Tigard Triangle Parking Program
Downtown Tigard and the Tigard Triangle are places where people want to be! As we continue to grow with new businesses and development in these areas, there is a higher customer demand for on-street parking.
In order to support this increase in activity, the City is starting a parking enforcement pilot program to encourage parking space turnover throughout the day and provide opportunity for more people to come and visit our local shops, restaurants, parks and trails.
Parking Program
Q: What is a pilot Parking Program?
A: The City is working to address parking concerns raised by businesses in the downtown area and the Tigard Triangle. To support this effort, the City is launching a pilot program in collaboration with a private contractor, to serve as Parking Ambassadors, to assist with public parking management. Initially, the program will focus on data collection, community outreach, and issuing written warnings. Only after this initial phase will the City begin issuing citations of the time limited spaces.
Q: Are there time restrictions on when parking is enforced?
A: Signed and permit parking spots are currently enforced weekdays from 8 AM to 6 PM. These time restrictions will be changing in the next few weeks to 8 AM to 7 PM, Monday-Saturday, with new signage coming soon.
Q: Who enforces parking in Downtown and the Triangle?
A: Some parking enforcement duties, such as parking in "No Parking" areas or blocking fire hydrants, are the responsibility of the Tigard Police Department’s Community Service Officers. Time limited spaces in Downtown and the Triangle will be enforced by the Parking Ambassadors during the pilot program.
Downtown Parking
Q: How many public parking spots are there in the Downtown area?
A: There are 263 on-street parking spaces, and 33 spaces in public parking lots, available for customers and visitors of Downtown Tigard. These are the spaces that are the focus of the pilot program.
Q: How many private parking spots are there in Downtown?
A: There are approximately 2,132 private parking spaces owned by retailers, local businesses, and the City of Tigard (City Hall and Public Works parking lots). Private parking spaces are not part of the parking pilot program and will continue to operate under the rules set by each property owner (example: the City Public Works lot is available for public parking during evenings and weekends).
Pilot Program Enforcement
Based on community feedback in the initial phase of the pilot program, the data collection period is being extended, and warning citations are on hold.
Q: How do I report Traffic and Abandoned Vehicle Concerns?
A: Notice a safe streets-related issue? Please let us know. When you report a concern, it will be assigned to a Tigard Police Officer or a Traffic Engineer, depending on the nature of the issue. Each incident will be addressed as soon as workloads allow.
Parking Permits
Staff is looking into the feasibility of offering parking permits to be made available for purchase. If made available, parking permits would allow all-day parking in specific areas only.
