Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Public Comment

There were 2 written comments, one encouraging collecting input from the Tigard Historical Association for the Downtown Reimagined project. The other was in support of the SPOT (Shared Public On-demand Transit) Microtransit program. One person commented in person with concerns that the city's proposal to change the allocation funding method for Community Development Block Grants (CDBG) would have an unintended consequence of reducing the funding available for Tigard non-profit organization infrastructure improvements.

 

Police Department Fourth of July Update

Interim Police Chief Rogers and Interim Assistant Police Chief Sitton gave a brief report on Police Department response during the Fourth of July. Extra officers were on hand at the One Big Fourth celebration to keep the nearly 5,000 attendees safe during the fireworks show. Of 138 calls to police between 6 p.m. and 2 a.m., 60 reported fireworks, which was in line with previous years. Of those, 30 did not give a specific address which makes it difficult to enforce. Police need to witness the incident taking place. Officers shared educational information with 13 people, gave 3 formal warnings, and located 2 fires, 1 in a vehicle and 1 in a tree.

 

City Manager Report

Acting City Manager Kirkman said July is a celebration month for the city. For the past decade the Parks Department has provided opportunities for people to enjoy Tigard’s parks with music, fitness, movies and other activities. On Saturday, July 25 there is a Community Preparedness Fair at Cook Park from 10 a.m.-2 p.m. This family-friendly event is designed to help residents learn about emergency preparedness.

 

Consent Agenda

The Council approved an amendment to the Paving Management Program slurry and crack seal services contract and a post-project evaluation for a competitive bidding exemption for the Reservoir 18 and Pump Station Improvements Project.

 

SPOT Microtransit Pilot Project

Representatives from Washington County and Ride Connection gave a presentation on the SPOT (Shared Public On-demand Transit) Microtransit Pilot Project, which provides public transportation in areas lacking these services. It currently operates Monday through Friday from 6:30 a.m. to 9:30 p.m. and serves those in the South Cooper Mountain, Progress Ridge, Murrayhill and River Terrace neighborhoods and also connects to TriMet’s bus service at the Washington Square Transit Center.  The pilot project is the first in the Portland metro region to test providing on-demand microtransit offered to all community members in an area identified as having a public transit gap. The results will help guide future transit investments in the area.

 

Ordinance Amending Tigard Municipal Code Chapter 10.30 – Residential Parking Zones

A public hearing was held to consider a change to the residential permit parking zones code language. Ordinance No. 26-13 was approved, changing the date residential parking reapplications can be filed each year from on/or before July 1 to after July 1. This aligns with past practice and the new Enterprise Permitting and Licensing (EPL) system which modernizes and supports the city’s permitting and license administration.

 

Receive Briefing on Proposed SW Varns Street/SW Cherry Drive Water Service Area Transfer with Tualatin Valley Water District 

Staff updated Council on a recommended water provider change that would transfer water service for 73 customers in the Cherry Drive/Varns Street area from the Tualatin Valley Water District to the City of Tigard. This will increase water quality and service reliability for the neighborhood. Both Tigard and TWD will communicate with customers regarding the change in water providers. Staff will bring an intergovernmental agreement for Council consideration at the July 28, 2026 Council meeting.
