In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details.

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Study Session

Board and Committee Liaison Reports

Councilors reported on their city board and committee and regional liaison assignment meetings.

 

Public Comment

Seven written public comments were received. Topics included: Downtown Reimagined, the intersection of Walnut and Highway 99W, safety along SW Garden Place, River Terrace 2.0, the Splash Pad, concerns with a person living in their car, commercial solicitation, and firework enforcement.

One in person comment was received, complimenting and thanking the city for the firework show on the 4th of July.

 

City Manager Report

Acting City Manager Rager shared that the One Big Fourth event was a huge success with over 12,000 attendees. He encourages community members to check the city events calendar regularly.

 

Consent Agenda

The Consent Agenda was approved unanimously and included receiving and filing the May 19, 2026 election canvass of votes, meeting minutes for two council meetings, a fuel and related services contract, the Lake Oswego-Tigard water supply expansion engineering services contract, and an amendment to the McDonald Street engineering services contract.

 

Downtown Reimagined Project Update

Senior Planner Shanks shared an overview of the project, and the maps and charts of the current draft proposal. The purpose of the project is to integrate Downtown Tigard’s historic roots with a modernized approach to housing, development, and multi-modal transportation. The project is in phase 3, and the project team is currently collecting stakeholder feedback and refining the proposal. This phase will include development code amendments. Council expressed interest in hearing more feedback from the community and more information on how this project interacts with other Community Development projects.

 

Tigard HOME (Housing, Opportunity, Mobility and Enterprise) Project Update

Associate Planner Gomez shared an overview of the project and shared the staff recommendations for the business types, standards, and location restrictions. Community feedback has been collected in a variety of ways and has been focused on gathering input related to building forms, design and location preferences for potential new shops and services. Council expressed interest in clarifying definitions and continuing forward with the project.

 

Consider City Manager Employment Contract

Human Resources Director Gomez provided an overview of the City Manager recruitment process. Mayor Hu thanked Mr. Rager for his work in the Acting City Manager position and thanked the interview panels for their feedback. Council unanimously approved the City Manager Employment Contract with Brian Rager.

To file a grievance under ORS 192.705 for a Public Meetings Law violation, please contact Carol Krager or Lindsay Bartholomew. Grievances may also be submitted by mail or in person at Tigard City Hall, 13125 SW Hall Blvd, Tigard, OR 97223, between 8 AM - 6 PM, Monday through Thursday.
