Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Council Recap - 06/23/2026

Executive Session

The Council met in Executive Session to discuss the performance review of a public official or employee, called under ORS 192.660(2)(i).

Study Session: Tigard HOME (Housing, Opportunity, Mobility and Enterprise)

A preview of recommended policy approaches for the Tigard HOME project was given in advance of a briefing scheduled for the July 7 Council meeting.  A summary of community engagement was given. The policy approaches address different business types (Home Occupations, Home Businesses and Neighborhood-Scale Commercial) to be allowed in neighborhoods and the level of review required for permitting as well as building design standards and location of businesses. 

Study Session: Downtown Reimagined Project Update

Council received an update of the Downtown Reimagined project in preparation for a discussion on the draft proposal to be presented at the July 7 Council meeting. Stakeholder engagement was summarized and criteria used reflected community feedback from the first phase of the project. The draft proposal includes the Downtown Plan District Boundary map, zoning map, transportation maps and standards for land use, development and transportation.

Resolution Recognizing Youth Council Hellhake

Council approved Resolution No. 26-23, thanking Asher Hellhake for exceptional service during his term as Youth Councilor and for his time, energy and commitment to the City of Tigard. During his term he attended Council meetings, events and the National League of Cities Congression Cities meeting in Washington DC.

Public Comment

There were 7 written comments received for this meeting. Topics included library budget concerns, the Social Services Coordinator position at the library, activities related to homelessness near commercial property, interactions with people living in a group home, a wish for a happy Juneteenth holiday and concerns with the Downtown Reimagined project and public engagement. 

City Manager Report

Acting City Manager Rager invited the community to the One Big Fourth celebration on July 4th that includes a Walk and Roll in King City from 10-1, Middle of Millen Drive Parade in Tigard at 4, and food, music and kid game activities at Tigard High School starting at 6 and ending with a fireworks show at 10. The Tigard Festival of Balloons is June 26-28 at Cook Family Park.

Police Chief Report

Police Chief McDonald gave his final monthly Police Chief Report as he is retiring after 25 years of service on July 2.

Resolution Thanking Retiring Police Chief McDonald

Resolution No. 26-24 was approved by Council honoring and commending Chief of Police McDonald for his many years of distinguished service to the community. He is the first officer in the history of the Tigard Police Department to advance from patrol officer to Chief of Police. He led the department with values of transparency, community engagement and professionalism. 

Consent Agenda

Several contracts and intergovernmental agreements were approved including: Washington County Cooperative Library Services network services and operating agreements, a partnership with Forest Grove to provide them with information technology support and consulting services, Washington County for maintenance of Roy Rogers Road, purchase of a small significant wetland property, contracts for Summer Creek bank stabilization, Cook Park accessible dock improvements, Oregon Department of Transportation (ODOT) contract amendment for Fanno Creek Trail – Bonita Road to Durham Road – project development, a right of way services agreement with ODOT for North Dakota Street (Fanno Creek bridge replacement and a contract for the Copper Creek Outfall stabilization project.

Consider Participation as a Joint Entitlement with Washington County’s Community Development Block Grant (CDBG) Consortium

Council elected to maintain participation in Washington County’s consortium as a joint entitlement city in the CDBG program. Eligible programs for this funding could include acquisition and disposition of land for affordable housing development, rehabilitation of properties serving low-income households and infrastructure projects including new sidewalk improvements.

Universal Plaza Water Feature Update

Staff reported that during off-season inspections of the splash pad, work was identified that must be completed prior to reopening it to the public. A water engineering consultant has been hired to review design specifications, engage with Oregon Health Authority to review any required system upgrades and prepare a scope of work/construction documents. The splash pad will be closed for the remainder of the season.    

River Terrace 2.0 Policy and Timing Update

The River Terrance 2.0 Community Plan is in the phase that includes development code drafting, housing policy and incentives work, and a financial strategy analysis. Council heard a recap of policy decisions made to date and the project schedule. Final Council adoption of development code amendments is planned for February 2027, with the Community Plan coming to Council for adoption in May 2027.

Urban Services Framework Update

A presentation was given on findings of the Urban Services Framework Project, a joint effort between Washington County and the cities of Tigard and Beaverton, intended to develop information to inform discussions on urban services provided to the Urban Unincorporated Areas (UUA), including who provides services and how those services are funded. Project outcomes will include a technical analysis of potential impacts related to different urban service provision options, and creation of foundational information to create a common understanding of service provision in urban, unincorporated Washington County.

Council Guidance on Data Centers

Data Centers are currently classified as a Basic Utility use in Tigard's Development Code, which allows data centers to be approved as a conditional use in most zones. Community Development staff are working on updates to the city code to separate data centers into their own use category. Council agreed that such updates could be included in the statewide compliance-focused code project planned for later this year.
