In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details.

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Executive Session

The Tigard City Council met in an Executive Session called under ORS 192.660(2) (a) to discuss Employment of Public Officers, Employees and Agents.

 

Public Comment

One in-person comment was received about concerns with the amount of time allocated to in-person public comments.

 

City Manager Report

Acting City Manager Rager shared that the Tigard Municipal Court offers free weddings during the month of June. He highlighted the annual Summer Reading program at the Tigard Library, which encourages readers of all ages to explore and stay engaged throughout the summer.

 

Public Hearing: Adoption of FY 2027 Fees and Charges Schedule

A public hearing was held to consider adoption of a resolution to amend the citywide fees and charges schedule. The look of the document is very different than it has been in the past, as part of a city effort to make the document more accessible. An overview was provided of the recommended fees and charges for Fiscal Year (FY) 2027. Council adopted Resolution No. 26-19.

 

Public Hearing: Certifying that the City of Tigard Provides Services Qualifying for State Shared Revenues

A public hearing was held to consider adoption of a resolution to certify that the city of Tigard provides services qualifying for state revenue sharing. The city must provide 4 of 7 services to receive state revenue sharing. The 7 services are police, fire, street maintenance, sanitary sewer, storm sewer, planning and zoning, and at least one utility service. Tigard provides 6 of the services; we do not provide fire. Council adopted Resolution No. 26-20.

 

Public Hearing: Declare the City's Election to Receive State Revenue Sharing

 A public hearing was held to consider adoption of a resolution to declare the city of Tigard’s election to receive state revenue sharing. The state revenues are the same as the Public Hearing immediately prior to this one, which are cigarette, gas, and liquor taxes. Council adopted Resolution No. 26-21.

 

Public Hearing: Adoption of the FY 2027 Budget, Making Appropriations, Declaring the Ad Valorem Tax Levy and Classifying the Levy as Provided

A public hearing was held to consider adoption of a resolution to adopt the approved budget with adjustments, making appropriations, declaring the ad valorem tax levy, and classifying the levy as provided by ORS 310.060(2) for Fiscal Year 2027. Twenty written public comments were received and seven people commented in-person, all regarding concerns with the Tigard Library budget.

Staff shared an overview of the budget process, including that this was a challenging year with tough decisions and more information about the Library’s Limited Duration Social Services Coordinator position. Council adopted Resolution No. 26-22.

 

Public Hearing: Adoption of the TCDA FY 2027 Budget with Adjustments, Making Appropriations, and Imposing and Categorizing Taxes

A public hearing was held to consider adoption of a resolution to adopt the Town Center Development Agency (TCDA) Fiscal Year 2026-2027 budget, making appropriations, and imposing and categorizing taxes. One person called to give public comment and asked the city to focus on utilizing the Tax Increment Financing (TIF) funds. Council adopted TCDA Resolution No. 26-01.

 

City Council Goals 2025-2026 Update

The City Council Goals for 2025-2026 build on the work and success of previous years, while also addressing new challenges and emerging community needs. The City Council Goals for 2025-2026 are to (1) create housing opportunities for current and future residents, (2) elevate economic opportunities for current and future residents, (3) cultivate Tigard as a great place to live, work, and play, and (4) deliver resilient, sustainable, and well-maintained facilities that provide reliable and efficient services to our community. Staff presented a progress report on accomplishments and opportunities for each strategy within the goals. Council expressed appreciation for the work and progress on the goals.

To file a grievance under ORS 192.705 for a Public Meetings Law violation, please contact Carol Krager or Lindsay Bartholomew. Grievances may also be submitted by mail or in person at Tigard City Hall, 13125 SW Hall Blvd, Tigard, OR 97223, between 8 AM - 6 PM, Monday through Thursday.
