Federal Legislative Agenda 2026
Council affirmed their Tigard federal legislative agenda which was developed through discissions in December 2025 and March 2026. It includes project specific funding for a Public Safety Facility, 72nd Avenue Corridor Improvements, and a Charging and Fueling Infrastructure (CFI) Grant. Policy Priorities include Transportation and Infrastructure, the Transportation Reauthorization Bill, Affordable Housing, Community Development Block Grants, and Support of a Railroad Crossing Elimination Program. Their legislative agenda opposes changes to Federal Emergency Management Agency (FEMA) and cuts to programs that support vulnerable populations.
Review of Fiscal Year 2027 Proposed Fees & Changes
Council heard an overview of proposed changes to the City’s Fees and Charges schedule prior to deliberations and adoption of the FY26-27 Budget. The document was reorganized and consolidated this year to make it easier for the community to find information on such things as utility rates, solid waste collection rates, permits, land use and development fees, court fees and fines.

Public Comment
There were 19 written comments on funding the library and the library social services position, and River Terrace 2.0 intersection design and annexation. Seven in-person commenters spoke about library funding, reinstating the social services position at the library and timing of River Terrace 2.0 Annexation. One person called in regarding the impacts of River Terrace 2.0 road design on his property.
City Manager Report
Acting City Manager Rager reported that the community came together for the annual Pride flag raising at the Library in celebration of Pride Month. He thanked the mayor, council, staff and community for showing their support. He noted there is a Health and Fitness Summer Kickoff Fair at Universal Plaza with free screenings and information on Saturday, June 6th from 3-5 p.m.
Tigard High School Envoy Report
Tigard High Envoy Khosravani reported on end of year school activities and introduced the incoming Associated Student Body President and Vice President who will report on school events and activities during the 26-27 School year.
Resolution of Appreciation for Tigard High School Student Envoy Rebecca Khosravani
Resolution No. 26-18 was approved, acknowledging Rebecca Khosravani’s service as Student Envoy to the Tigard City Council. She was presented with a copy of the resolution, and a photo was taken with the Council.
Consent Agenda
The Council, acting as the Local Contract Review Board approved a contract with Wurdinger Excavating for the Copper Creek Outfall Stabilization Project to provide bank stabilization, stream improvements and plantings to stop erosion. This project will protect existing park infrastructure, the 108th Avenue Trail, a pedestrian bridge and sanitary infrastructure in Cook Family Park.
Clean Water Services (CWS) Cost of Service Study and Rates Presentation
The CWS Chief Financial Officer and Chief Utility Relations Officer gave a presentation on their rate history which held a modest average annual increase over ten years of 3.38. New cost methodology for rate development was adopted in April. A cost of service study initiated in 2021 and completed in February revealed that local rates charged do not fully cover costs for sewer and stormwater management services. If forecasted rate increases are implemented, revenues would exceed expenses and reserve funds replenished beginning in Fiscal Year32. The CWS Board will hold public budget hearings to consider revisions and adoption of their Fiscal Year27 budget on June 9, 2026. Utility Relations Officer Gall invited Tigard community members to sign-up for behind the scenes tours of the Durham water resource recovery facilities.
Legislative Public Hearing: River Terrace 2.0 Annexation (Continued)
Mayor Hu announced that annexation of the subject properties will be considered at a future date that is yet to be determined. The public hearing will be noticed again to public agencies and others entitled to notice, before a first public hearing at the Planning Commission.
Classification & Compensation Study Implementation Guidance
A formal classification and compensation study was conducted by McGrath Human Resources Group. As there is not a city manager in place at this time, Council directed Human Resources Director Gonzalez to provide oversight of the compensation implementation process.
