In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details.

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Public Comment

Two written comments were received, one regarding cuts to library funding for the Social Services Coordinator, library materials and processing budgets, and the other about concerns with a proposed truck-access driveway on Tigard Street.

 

Tualatin Valley Fire & Rescue (TVF&R) State of the District Report

Chief Haven presented the TVF&R State of the District. In 2025 TVF&R responded to 7,625 incidents in Tigard. They are preparing for what analysts predict will be a warmer and drier summer fire season and all firefighters have received wildfire training. A new program, Care Facility Outreach, works with 70 healthcare facilities in the district as those facilities generate 13 percent of call volume.  Another new program to help with increasing emergency medical service calls, is Nurse Navigation, a telehealth center available as a resource for people who are not sure they need an ambulance.  Paramedics are also working to connect community resources with high users of the 911 system, who use 911 as their only healthcare.  Chief Haven said that on average, community members experience 3-5 traumatic events in their lives, but first responders see about 500 in their working lives. TVF&R is participating in a program called Struggle Well, developed by the military to help first responders with a paradigm shift from post-traumatic stress syndrome to post-traumatic growth.  

                                           

Tigard Police Department Report

Commander Rogers and Crime Analyst Christopher gave the police report and showed the dashboard for April statistics. An uptick in residential burglaries was noted. Vacant homes and apartments are being broken into by non-residents seeking shelter and respite. While shoplifting incidents have declined, police are seeing an increase in gasoline and propane thefts, spurred by rising fuel costs. Community Oriented Police officers are working to respond quicker to various concerns from downtown business owners.

 

Council Board and Committee Liaison Reports

Council gave updates from their board and committee liaison assignments on the Willamette Intake Facility Commission, League of Oregon Cities Telecommunications, Cybersecurity & AI Policy Committee and the Metropolitan Area Communications Commission.

Grievances

To file a grievance under ORS 192.705 for a Public Meetings Law violation, please contact Carol Krager or Lindsay Bartholomew. Grievances may also be submitted by mail or in person at Tigard City Hall, 13125 SW Hall Blvd, Tigard, OR 97223, between 8 AM - 6 PM, Monday through Thursday.
