Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

National Police Week Proclamation

Mayor Hu proclaimed National Police Week in Tigard, honoring members of Tigard’s Police Department who serve the residents of Tigard with professionalism, compassion, and dedication, helping to keep our neighborhoods, schools and businesses safe for everyone who lives, works, and visits our city.

 

Public Comment

A written public comment was received regarding the Sound Truck ordinance repealed at the May 5 Council meeting. A person spoke about homeless people not being allowed to take rest stops while walking with their belongings during the day. He also requested the police enforce truancy laws for students.

 

Tigard Youth Advisory Council (TYAC) Annual Report

TYAC President Xiloj and Vice President Rue reported on TYAC activities in the past year including providing feedback from the youth perspective to the City Council, TriMet/Ride Connection, River Terrace 2.0 engagement, Police/Public Works facility outreach, League of Oregon Cities Youth Summit, and at the National League of Cities. TYAC President Xiloj, Vice President Rue and Youth Councilor Hellhake attended the National League of Cities Congressional Cities Conference from March 13-16 in Washington DC. In service to the community, TYAC collected clothing donations for Just Compassion and held movie nights at Family Promise. TYAC members also volunteered at many city-produced events.

 

Provide Direction on Civic Education Program to Replace the Youth Councilor Program

A proposal to develop more of a civic education program for the Tigard Youth Advisory Council (TYAC) was discussed to help prepare youth members for future participation in board, committee or council service. Potential topics include researching, policy writing, Robert’s Rules, reading and understanding budgets, respectful engagement, and communication with those with differing opinions. The TYAC President will report quarterly in City Council Study Sessions. Councilor Robbins volunteered to be the Council liaison and Councilor Ghoddusi is the alternate.

 

Resolution Sunsetting the Youth Councilor Position

Council decided in March to sunset the Youth Councilor program and instead provide a broader civic education program through the Tigard Youth Advisory Council rather than a single Youth Councilor seat on the council. The Youth Councilor position was established by resolution in 2019. Council approved Resolution No. 26-16, sunsetting the Youth Councilor Program and affirming the City’s commitment to youth civic engagement through the Tigard Youth Advisory Council (TYAC).

 

Briefing on McDonald Street Improvements

A briefing and slide presentation were given regarding the McDonald Street Improvements Project, focusing on how the street improvements were selected and designed, how key stakeholders were engaged, coordination with property owners along the corridor, project schedule and next steps.  The public involvement process helped develop the preferred corridor alternative, a roundabout corridor instead of making it three lanes with a median left turn lane. Phase 1 of the project is nearing completion, and next steps are that the concept design will be further developed into construction plans now through 2027. Construction is planned to take two seasons, starting in Spring of 2028 with substantial completion in Fall 2029.
