Council met in an Executive Session called under ORS 192.660 (2) (i) to discuss the performance review of public officers or employees.
Public Comment
Three people from the Omara neighborhood had concerns regarding communication about the McDonald Street Improvements capital project and questions about the planned roundabouts. They were unaware of previous community engagement efforts.
City Manager Report
Acting City Manager Rager announced that the Tigard Public Library reopened after a closure to replace the HVAC system. He thanked Library Director Bernard and staff, who went above and beyond to keep Express Services open to the community. He also noted Project Manager Newbury’s customer service and project management skills in keeping the library team informed of progress during the course of a lengthy and challenging project.
Consent Agenda
Council approved three Consent Agenda items which included meeting minutes, Resolution No. 26-10 Appointing Lucy, Heil, Steven A. Todd and Lance D. Quaranto as Municipal Judges Pro Tem to serve when the municipal judge is unable or unavailable; and a contract amendment to Eagle-Elsner, Inc. for the Pavement Maintenance Program (PMP) Pavement Rehabilitation project.
Public Hearing: Fiscal Year 26 Spring Budget Supplemental
Council approved Resolution No. 26-11 recognizing $2.75 million of unanticipated budget in transfers due to the maturity of the 2011 Parks General Obligation Bond and 2020 General Obligation Restructure Bond following the full repayment and retirement of all associated debt obligations.
Board and Committee Appointments
Open positions on the City of Tigard’s board and committees included those on the Budget Committee, Planning Commission and Library Board. Interviews were held April 16 and 17 and Mayor Hu’s recommendation was to appoint the following applicants: Jeff Darland and Yousef Allouzi to the Budget Committee, Brandy Shockley to the Library Board, Shannon Wilson to the Planning Commission and Giovanni Villa as an alternate member of the Planning Commission. Council approved Resolution No. 26-12 appointing these board and committee members.
Board and Committee Standard Bylaws
Assistant to the City Manager Hendrix shared that bylaws for city boards and committees were established over time and governing bylaws and scopes of work varied and lacked clarity and consistency. She presented a document reflecting Council guidance on specific bylaws and new/rescoped committees. Changes include formalizing a Houseless Advisory Board to review Time, Place, and Manner ordinance changes, safe parking reports, etc. and the creation of a Finance Committee that serves as Audit and Budget Committees. The Youth Advisory Council will include a civic education program and advocacy. A majority of Council voted to approve the standardized bylaws in Resolution No. 26-13, as amended. The amendment to the proposed bylaws was that board and committee members may not be elected official’s family members or close relatives except for membership on the Tigard Youth Advisory Council (TYAC). Changes will take effect January 1, 2027.
Tigard Municipal Court Annual Report
The Municipal Judge and Court Operations Supervisor reported on caseload and workload trends. The caseload has significantly increased with the new photo enforcement vendor, and filing volumes are returning to levels comparable to 2021. The court offers a diversion program for eligible defendants with good driving records, emphasizing education as a key component of accountability and behavior change. Over 93% of those entering the program successfully earn their dismissal. In the last year Judge Oberdorfer was elected President of the Oregon Judges Association and appointed Secretary of the Oregon state Bar Legal Ethics Committee.
