Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Recognition – Presentation of Police Unit Commendation Award

Police Commander Sitton presented the department’s Unit Commendation Award to the members of our Commercial Crimes Unit: Detective Sergeant Swain, Detective Massey, Detective Welch, and Detective Henderson. The Commercial Crimes Unit simultaneously investigated two serial burglaries that were complex, required multiple hours of surveillance, search warrants, and coordination with countless law enforcement agencies. The suspects were ultimately indicted on numerous felony charges including kidnappings, robberies, and racketeering. This commendation acknowledges the hard work and tenacity displayed by this team.

 

Public Comment

Three written public comments were submitted about funding a full-time Park Ranger Position, concerns with camping ordinance enforcement, and a request for Utility Bill font size to be increased.

One person gave in-person public comment, expressing concern with homeless at Public Works and garbage on the sidewalk.

 

City Manager Report

Acting City Manager Rager shared that April is child abuse prevention month, and as a visual reminder to work together to prevent child abuse, there is a display of blue pinwheels at City Hall.

He highlighted that the city is seeking volunteers to apply by April 12, to serve on the Budget Committee, Planning Commission, and Library Board. Learn more and apply at www.tigard-or.gov/vacancy.  

He shared that there are a few changes coming to help manage the situation at the Public Works lawn. As a more intensive enforcement effort, all officers have now been instructed to pull over and address violations. Previously only two officers were dedicated to enforcement, and they were unable to address everything throughout the day. Coupled with the additional enforcement, there will be a more liberal approach to exclusions from the site. Proposed changes of Time, Place and Manner (TPM) will be brought to council soon, related to the storage of personal belongings on city property and in the right-of-way.

 

Consent Agenda

On the Consent Agenda, both contract items were approved unanimously. One item was for utility bills (printing, mailing, barcoding services) and one for citywide janitorial services.

 

Legislative Public Hearing: Ordinance to Amend Tigard Municipal Code Chapter 11.08 – Alarm Systems

A legislative public hearing was held to consider adoption of an ordinance to amend Chapter 11.08 of the Tigard Municipal Code “Alarm Systems” with updated and additional language. The new language incorporates the changes with the new system, modernized language, and added an appeal process. Ordinance No. 26-08 was approved, unanimously.

 

Public Hearing: Adopt Hiring Standards, Criteria and Process for City Manager

A public hearing was held to consider adoption of the city manager hiring standards, criteria, and process. Cliff Moore from Prothman introduced himself and highlighted that he met with most council members individually and with several staff members to hear what Tigard is looking for in our next City Manager.

Council adopted the city manager hiring standards, criteria, and process with one amendment. The amendment was an increase of the candidate options for council from two-to-five to three-to-five candidates for council to choose from.

 

Review Policies for Acting, City, and Elected Officials

Council considered adopting the proposed reporting policy and compensation process for acting, city, and elected officials. The intent of the “Reporting Improper Conduct – Public Officer and Public Official” policy is to give employees and volunteers a clear path for reporting any concerns with Council members, City Manager, City Attorney, and Municipal Judge. The intent for the addendum to the compensation process memo is to add clarity on compensation for employees serving as the Acting City Manager during the absence of the City Manager. Council adopted the reporting policy and compensation process for acting, city, and elected officials as presented.

Council considered ratifying Mayor Hu’s action delegating to Brian Rager the duties of Acting City Manager until further notice. The motion was adopted by a unanimous vote of the Council.

The Mayor appointed a subcommittee of Council, pursuant to the newly adopted policy, to consider compensation for Mr. Rager in his role as Acting City Manager, once we have the city manager in place. The subcommittee includes Councilor Shaw, Councilor Schlack, and Councilor Ghoddusi.
