Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Presentation of Police Lifesaving Award

Police Chief McDonald presented a Lifesaving Award to Officer Yamashita for a remarkable effort to save the life of a person found unresponsive in a parked car. Chief McDonald said Officer Yamashita’s actions reflected great credit on himself, the City of Tigard and the Tigard Police Department.

 

City Manager Report

Acting City Manager Tritsch announced that February 22-28 is Engineers Week. Some of the city’s engineers participated in events designed to inspire high school students to become the next generation of innovative engineers. There are currently 91 projects underway in Tigard to help improve our infrastructure, including the Cook Family Park Accessible Dock, McDonald Street Improvements, Steve Street Park and Stabilization of the Red Rock Creek.  

 

Public Comment

One written comment was received regarding the River Terrace 2.0 annexation and the Kingston Terrace Water System Plan Addendum, asking Council to withhold approval until a plan district, funding strategies and an adopted System Development Charge rate structure is in place. There were two in-person comments at the meeting. A person spoke about upcoming performances of Chinese immigrant Shen Yun performers and threats of violence and disinformation campaigns. Another person expressed concerns about growth in River Terrace 2.0 and Kingston Terrace moving faster than the financial framework to pay for it and concerns that existing customers will end up subsidizing the new development's water service.

 

Legislative Public Hearing Continuation: River Terrace 2.0 Annexation

Council voted to continue the public hearing for annexation of an area brought into the Urban Growth Boundary in 2023 into Tigard’s jurisdictional boundary. It was continued to a time and date certain of 6:30 p.m. on June 2, 2026.

 

Receive Briefing on Findings and Recommendations Related to Kingston Terrace Addendum to the 2020 Water System Plan

Findings were presented on the Kingston Terrace Addendum to the Water System Plan. Council inquired about how the current System Development Charges compare to the estimated costs of water system improvements needed to serve Kingston Terrace. Engineering staff advised they will investigate this further and report back to Council with findings.

 

Downtown Reimagined Alternatives Discussion

Council received an update on this long-range project for Tigard’s downtown which will help it to meet the vision of a vibrant, active and welcoming city center at the heart of the community. Amendments to the Comprehensive Plan were completed in 2024 in the first phase of the project and the next phase will revisit draft proposals and alternatives leading to adoption of code amendments to local land use policies and regulations in August/September. Original proposals and suggested alternatives for the transportation network, bike network, and zoning were discussed. Next steps include stakeholder engagement and sharing the input in a Council Workshop meeting.
