In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details.

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

River Terrace 2.0 Policy Workshop

A workshop was held to receive Council direction on outstanding policy questions for the River Terrace 2.0 project. Staff provided Council with information on the issues, and an informal vote was taken on each. Resolving these policy questions now will help keep the project on schedule towards an adoption process in November. The significant public involvement was discussed, and the policy questions reflect feedback from advisory committees, public open houses, surveys and public comments.

 

Public Comment

There were two in-person comments and one phone call. One speaker spoke in favor of increasing the housing density in River Terrace 2.0 to ensure more affordable housing and hybrid designs so people wishing to stay in Tigard and afford to purchase their first home here can do so. Another speaker was a River Terrace 2.0 property owner who spoke about balancing needs of the current residents, future residents and staff recommendations. He suggested Council consider the positive impacts of not following specific staff recommendations and be open to consideration of alternate paths. A River Terrace 1.0 resident commented by phone, encouraging the city to consider denser housing options because of the regional housing shortage emergency. She urged pursuit of every opportunity to increase housing affordability. She asked that the city explore the social housing model, popular in Europe and some parts of the northeastern United States. 

 

Policy: Transportation  

Council unanimously voted to keep the current citywide policy of no minimum parking and maximizing on-street parking.  

 

Policy: Housing Density

The current Density Policy proposal averages 20 units per acre (approx. 4,600 units).  A majority of Council voted to lower the average per acre density to 18.   

 

Policy: Undersupplied Housing

A majority of Council voted to keep the current policy which requires a minimum 10-15% undersupplied housing options using a point system.

 

Policy: Parks

A majority of Council voted to maintain the current proposal which is a Parks Level of Service of 5.3 acres per 1,000 residents and will provide more park land than River Terrace 1.0. They voted no on regulation-sized sports fields, but yes to a short-sided sports field and one Community Park.

 

Policy: Natural Resources

Council unanimously supported maintaining the current policy which is custom Title 13-compliant natural resource protection approach using tiered structure and baseline protections.

To file a grievance under ORS 192.705 for a Public Meetings Law violation, please contact Carol Krager or Lindsay Bartholomew. Grievances may also be submitted by mail or in person at Tigard City Hall, 13125 SW Hall Blvd, Tigard, OR 97223, between 8 AM - 6 PM, Monday through Thursday.
