Tigard Chamber of Commerce Update
Vendor applications for the Tigard Farmers Market are open. The Chamber is ramping up efforts on the #WORKREADY project partnering with the Tigard-Tualatin School District to enhance the quality of future hires and provide clarity on career path direction. Leadership Tigard's 16 participants are working on their service project. Their February 10th focus is Government Day, led by Councilor Schlack and Senior Transportation Planner Gehrke. The next Good Morning Tigard weekly business and entrepreneur networking opportunity will be hosted by the Police Department and held at City Hall from 7:30-9 a.m. on Thursday, January 22.
Tigard High Student Envoy Report
Tigard High School Student Envoy Khosravani reported on various activities and events including a winter-themed week where each day featured a different local charity that students could donate to and ended with a spirit day and talent show. Winter sports are in full swing and the snowboarders were able to compete for the first time this season. Tigard High students participated in a student-led national walkout protest against ICE actions at churches, hospitals and schools. There is a Youth Dance Clinic from 9-12 on January 30th for students from kindergarten through 8th Grade.
Police Chief Update
Police Chief McDonald reported on December and year-end statistics. Person crimes were flat for the year, with fewer societal crimes and slightly higher property crime rates. Calls for service have steadily increased over a five-year period. Until 2025 there were only 7 months since 2014 when the Police Department received over 2,000 calls. But in 2025 the monthly average was 1,989 calls. Calls for service related to houseless individuals numbered 141 in December and Community Service Officers contacted camps 211 times (could include multiple visits to the same camp), contacted 215 people, arrested 3 and excluded 2 from city property.
Council Liaison Reports
The Councilors reported on their activities as liaisons to city boards and committees.
Appoint At-Large Member to the Tigard Water Advisory Board
Resolution No. 26-04 was approved, appointing Marie Walkiewicz as an at-large member of the Water Advisory Board.
Budget Committee Pre-Meeting
The Budget Committee consists of the City Council and an equal number of appointed Tigard residents. Kelli Pement was elected Budget Committee Chair and Aaron McCool was elected as Secretary. The following Social Services and Community Events sub-committee members were elected: William Lewis, Derek Lawson, Heather Robbins, Jeanette Shaw and Jake Schlack. The city’s Finance Director and Budget Manager gave a presentation on the role of the Budget Committee, Public Finance 101, a recap of issues and challenges, priorities, timeline, and a budget forecast. The first Budget Committee meeting will be held on May 4, 2026, from 6-9 p.m. in the Burgess Community Room at the Tigard Public Library.
Building A Better Tigard Project Update and Ballot Title Discussion
Several members of the project team were in attendance, including the Project Director at Otak, Architectural firm Scott Edwards Architecture and Construction Manager/General Contractor P&C | Perlo. The project is in the Programming and Pre-Bond phase. This phase of the project includes exploring 4 scenarios for costs, needs, and use of site in order to build a high-functioning facility that efficiently meets the needs of police, public works, and emergency operations in a resilient building. Communications and engagement are ongoing and include a final round of polling in late January. Potential themes and language for a ballot title were discussed. Staff will return in February with polling results and suggested ballot title language for a general obligation bond measure for the May 19th election.
