Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Mayor Statement

Mayor Hu took a moment to acknowledge that many people in our community are feeling anxious and unsettled by what we are seeing and hearing about federal immigration enforcement here in our region and across the country. Tigard is home to families, workers, business owners, students and neighbors from many backgrounds. Everyone deserves to feel safe. The City of Tigard does not set federal immigration policy and Tigard City Council meetings aren’t the place to debate those policies. For people who wish to express their views, we encourage people to do so lawfully and safely, and encourage them to share their perspectives with their representatives at all levels of government. At the state and federal level, there are some upcoming opportunities (1) on Friday January 16, Senator Jeff Merkley is holding a townhall in Beaverton and (2) on Saturday January 17, State Representative Sue Rieke Smith is holding a townhall in Tigard. Please know that city leadership and staff remain focused on delivering essential services, maintaining public safety, and supporting a community where people look out for one another.

 

Public Comment

No public comments were received.

 

City Manager Report

Acting City Manager Tritsch shared that the Tigard Public Library building will be temporarily closed for HVAC construction beginning February 1 and reopening on or before May 1. Express Library services will be moving temporarily to Tigard City Hall starting February 6, Friday through Sunday from 10:00 am – 6:00 pm. The express services will include a selection of library events, a small browsing collection, access to Wi-Fi, computers, limited printing, technology help, and assistance with library accounts. In addition, library teammates will be available on the phone every day from 10:00 am – 6:00 pm. Patrons are also welcome to visit any of the Washington County library branches.

 

Consent Agenda

On the Consent Agenda, all three contract items were approved unanimously. One item was for on-call engineer/architecture/related services, one for on-call water system engineer/hydrogeologist of record, and one contract amendment for bond counsel services. For clarification on the on-call contracts, City Engineer Wisniewski shared that the range of each task order is between $2,000 and $250,000, and that all spending would be within the approved CIP budget.

 

Presentation of External Financial Audit by Baker Tilly

Baker Tilly Principal Keith Simovic presented the audit results for the City and Town Center Development Agency’s financial operations for fiscal year ending June 30, 2025. The city received an unmodified (clean) opinion on the financial statement and there were no reportable Government Auditing Standards findings or material weaknesses. Staff reported that best practice recommendations from the prior year were implemented prior to June 30, 2025 and will be ongoing. The city received GFOA’s triple crown award, which is recognition for the city’s budget document, ACFR (Annual Comprehensive Financial Report), and PAFR (Popular Annual Financial Report). Tigard is one of 300 cities to receive this award out of 90,000 municipalities nationwide.

 

City Council Liaison Assignments

Council agreed to their proposed liaison assignments for 2026. Council expressed thanks to Mayor Hu for making the process easy.

 

FY27 Mayor & Council Budget Development

The city is entering the FY27 budget cycle during a period of uncertainty and departments have been asked to reduce their budgets. Council was presented with proposed changes to their budget for FY27 (July 2026 – June 2027) and several councilors expressed interest in decreasing the budget further and not holding funds for contingency.

 

Transient Lodging Tax (TLT) Framework Adoption

A presentation was given on the Transient Lodging Tax (TLT) framework. The framework synthesizes research, peer city analysis, interviews, and workshop input into a proposed long-range vision, expenditure categories, and evaluation considerations to guide future use of Tigard’s TLT resources. Within the framework, the new TLT Administrative Committee will allocate TLT funds to things like Community Event Grants and will determine eligibility. The resolution to adopt the framework was approved unanimously.

 

Resolution Of Necessity Related to Right-Of-Way and Easement Acquisition for the Tigard Street (Fanno Creek) Bridge Replacement Project

The Tigard Street (Fanno Creek) Bridge Replacement Project requires acquisition of certain property interests related to the project's construction, use, operation, and maintenance. In the event the property interests cannot be acquired through formal offers and negotiations, the property interests will need to be acquired through the condemnation process. Establishing eminent domain requires that a Resolution of Necessity be passed by City Council. Senior Project Engineer Morris shared that no objections had been received so far. The resolution was approved unanimously.

To file a grievance under ORS 192.705 for a Public Meetings Law violation, please contact Carol Krager or Lindsay Bartholomew. Grievances may also be submitted by mail or in person at Tigard City Hall, 13125 SW Hall Blvd, Tigard, OR 97223, between 8 AM - 6 PM, Monday through Thursday.
