In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details.

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Oath of Office for Appointed Councilor

Tom Anderson was sworn in by Municipal Judge Oberdorfer for a one-year term on the Tigard City Council.

 

Election of Council President

The role of the Council President is to perform the duties of the office of Mayor in the Mayor’s absence and other duties of the Mayor at the Mayor’s request. They are elected annually at the first business meeting in January. Council elected Maureen Wolf to continue as Council President for 2026.    

 

Public Comment

Three written public comments were received. Topics included increased traffic at 99W and Bull Mountain Road due to proposed apartment housing, City of Tigard special events, and the Fanno Creek Trail crossing at Omara and Hall Blvd.   

 

City Manager Report

Acting City Manager Tritsch thanked the community for donating over 1,000 items to the Basic Needs Bookshelf at the Library. The community is invited to participate in the Martin Luther King Jr. Days of Service occurring January 15-19 where volunteers can choose from six opportunities to serve the community and honor his legacy of commitment, service and equity. Projects include organized volunteer opportunities and flexible options for independent service. Presentation of Police Awards

Police Chief McDonald presented several awards earned by Tigard police including Unit Citation, Lifesaving Medals, Commendation Medals, Distinguished Service Medals, Officer of the Year, Supervisor of the Year, and Professional Support Staff of the Year. Retired Community Service Officer Nunn was also honored.

 

Consent Agenda

Council approved the Consent Agenda  which included Resolution No. 26-01  in support of an application for a Metro grant to study existing and potential TIF (Tax Increment Financing) Districts, approval of an Intergovernmental Agreement with ODOT to receive an Oregon Community Paths Grant for Fanno Creek Regional Trail Safety Improvements, a contract for streetlight replacement and a contract for ADA (Americans with Disabilities Act) ramp improvements.

 

City Special Events Continued Discussion

Council confirmed that the city should continue its four main community events (Juneteenth Freedom Day Celebration, Pride Festival & Parade, 4th of July Celebration and El Tigre Fest), agreed with proposed budget reductions and that sponsors should be sought to help defray costs. Council was asked for direction whether to continue with a drone show or have fireworks for the City’s 4th of July Celebration. The consensus was to bring back a fireworks show.    

 

Economic Development Strategic Plan Update

Council heard an update on stakeholder engagement thus far, which included focus groups of representatives from small/medium businesses, community partners, large businesses and landowners, workforce and funding partners and regional partners. Interviews and an online survey were also conducted. A workshop was held to develop a draft mission, vision, guiding values and strategic pillars. A second workshop is scheduled for January 15, and feedback will be synthesized by Econorthwest consultants. A draft Economic Development Strategic Plan will come before Council in February with adoption scheduled for March.

To file a grievance under ORS 192.705 for a Public Meetings Law violation, please contact Carol Krager or Lindsay Bartholomew. Grievances may also be submitted by mail or in person at Tigard City Hall, 13125 SW Hall Blvd, Tigard, OR 97223, between 8 AM - 6 PM, Monday through Thursday.
