In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details.

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Council Recap - 12/16/2025

PUBLIC COMMENT

Three written comments were received regarding homeless camping.  There was an in-person comment about the fears ICE actions are creating in the community and a recommendation for Tigard to become a sanctuary city to protect residents in our diverse community.

 

CITY MANAGER REPORT

Acting City Manager Tritsch spoke about celebrating connection in the community and showed photos of recent holiday events - the tree lighting, menorah lighting, and the holiday celebration given by Meals on Wheels People at the Tigard Senior Center.  A New Years at Noon event is planned at the Senior Center for December 31.  

 

CONSENT AGENDA

Resolution No. 25-42 was approved, supporting a Housing Infrastructure Financing Program Grant Application. This was identified in the Housing Workplan as an opportunity for gap funding.

 

COMMITTEE FOR COMMUNITY ENGAGEMENT (CCE) ANNUAL REPORT

CCE Chair McKinley shared activities from the past year for this 15-member committee who come from different areas and neighborhoods in Tigard. They review, give feedback and make recommendations on specific projects or plans that involve community input, outreach and information sharing. They foster two-way communication and focus on keeping connections open between the city staff, the Council and the community. In 2025 they gave input on the Tigard Service Request Portal, Community Development Hub, reviewed material for the Police and Public Works Facility Project, Equitable Engagement, community event planning, River Terrace 2.0 and discussed the possibility of creating a more formal task force to address homelessness in Tigard.

 

COMMITTEE FOR COMMUNITY ENGAGEMENT (CCE) BYLAW UPDATE

The Committee for Community Engagement recently discussed their meeting frequency and recommended changing it to monthly rather than every other month. This will give the CCE more time to address current work but also add capacity to move things forward. Council approved Resolution No. 25-43, changing the CCE meeting cadence to a monthly schedule.

 

BUILDING A BETTER TIGARD PROJECT FUNDING AND BOND PACKAGE DISCUSSION

The city’s bond counsel and external financial advisor joined staff for a presentation on the General Obligation bond process. Tigard last voted for a GO bond in 2011 for a parks bond. Council consensus was for a $150 million general obligation bond with a term of 30 years for a Police and Public Works Building. Staff were asked to explore whether the portion of the Public Works building supporting the water department could be funded from the Tigard Water Service Area including Tigard Water District, King City and Durham water users.

 

COUNCIL DIRECTION ON FY27 SOCIAL SERVICES & COMMUNITY EVENTS GRANTS

Three options were presented for council to consider, due to fiscal constraints, when budgeting Fiscal Year27 Social Services and Community Event Grants. They included: continuing current service levels, reducing funding, or temporarily pausing the program. Council consensus was for Option 2-Reduce funding. Social service priorities were identified with Housing/Houselessness, Hunger, Healthcare and Immigrant & Refugee Resources as priorities. This input will be shared with the Budget Subcommittee.

   

LEGISLATIVE PUBLIC HEARING: ORDINANCE AMENDING TIME, PLACE AND MANNER (TPM)

A public hearing was held on changes to the camping Time Place and Manner ordinance. Three people called in with comments requesting more consistent enforcement of rules, and concerns about transparency, safety, trust and leadership. A representative of Just Compassion spoke and recognized the work the police do with the homeless campers and noted the success Just Compassion has had with many individuals who were camping on the lawn and are now housed because the resource was available. A speaker from Project Homeless Connect requested that Council think through consequences of reducing social services grants.

The proposed changes were a result of City Council direction to include an earlier end time for camping in the morning and clarification of enforcement rules. Service providers highlight the importance of having a centralized place to find and connect with clients that are on housing and shelter waitlists and how it mitigates the issues of homelessness within neighborhoods and business communities. Just Compassion will partner with the city to implement additional trash service.

Ordinance No. 25-08 was approved and changes to Chapter 7.80 of the Tigard Municipal Code include that camping is not allowed on the Public Works lawn from 8 AM to 7 PM, and the sidewalk clearance was changed to 48 inches. These and other changes to the Time, Place and Manner code are effective on January 15, 2026.
