In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

EXECUTIVE SESSION

The Tigard City Council met in an Executive Session called under ORS 192.660(2) (i) for performance review of public officers or employees.

 

PUBLIC COMMENT

All public comments were about the councilor appointment: one in support of Tom Anderson and four in support of Gabriel Velásquez. This included two written comments, two in person comments, and one phone-in comment.

 

CITY MANAGER REPORT

Acting City Manager Tritsch shared that the tree lighting at Universal Plaza welcomed around 300 guests and invited everyone to the upcoming Tigard Chanukah Festival menorah lighting on December 15th at 5:00 pm, at Universal Plaza.

 

FEMA UPDATE

Mayor Hu shared that the FEMA-ESA public hearing was pulled off the December 9th City Council agenda and will be re-noticed when future hearings are scheduled. The item was pulled due to the current state of uncertainty relating to litigation, potential dismantling of FEMA, and delays caused by the government shutdown. Additionally, FEMA is still going through the Draft Environmental Impact Statement (DEIS) process that is evaluating the alternatives proposed. The Final EIS and Record of Decision will document the final selected alternative.

 

COUNCIL TO INTERVIEW AND APPOINT COUNCILOR

Mayor Hu introduced the process for this item and shared that Pia Wilson-Body chose to withdraw her application. Four applicants interviewed for the councilor position: Tom Anderson, Ali Haddadi, Gabriel Velásquez, and Kate Ristau. After discussion, Council appointed Tom Anderson as the Councilor to fill the remainder of the term from January 1, 2026 to December 31, 2026. Council thanked all applicants for applying and for being willing to serve.
