PUBLIC COMMENT
No written comments were received. Three people commented in person. Topics included homeless camping, requiring campers to follow the rules, and a suggestion for building a skate park in addition to pickleball courts, basketball courts, barbecue and picnic areas on the former cinema property, adding that it could be one of several small skate parks connected by trails.
CITY MANAGER REPORT
City Manager Tritsch gave an update about Giving Tuesday, which is the Tuesday after Thanksgiving. Last month Council decided to give $10,000 of their own funds to support food insecurity and donations were matched by the community. Tigard residents made a big impact during the fall leaf drop-off and food drive. The next dates are December 6 and 13 so there is still time to participate. The Tigard Youth Advisory Council collected over 300 pounds of clothing for Just Compassion and city employees collected non-perishable food items. The Tigard Public Library’s Basic Needs Bookshelf is stocking up for winter with a drive for shelf-stable food snacks, new hats, gloves and hand warmers. Drop off items on Fridays between 10-noon or donate online using the Basic Needs Bookshelf Amazon wish list.
LEGISLATIVE PUBLIC HEARING: RIVER TERRACE 2.0 ANNEXATION
The hearing was continued to February 24, 2026, at 6:30 p.m. to afford time for staff to respond to recent comments received from Metro. Public comments may continue to be submitted on this item prior to that date as well as testimony at the hearing on that date.
QUASI-JUDICIAL PUBLIC HEARING: SANDERS PROPERTY ANNEXATION, ZONE CHANGE, AND COMPREHENSIVE PLAN MAP CHANGE
A quasi-judicial public hearing was held to consider adoption of an ordinance to annex a single parcel of land in order to connect to city sewer. Ordinance No. 25-07 was approved, annexing the Sanders property into the City of Tigard.
LEGISLATIVE AGENDA 2026 DISCUSSION
Council was asked to provide guidance on the city’s State and Federal legislative agendas for 2026. They requested annual, rather than bi-annual review of the Federal legislative agenda. The State legislative agenda for 2026 was approved as presented with the amendment of advocacy for revisiting and modifying Senate Bill 974, which relates to the timeline for reviewing land use applications for housing.
TRANSIENT LODGING TAX (TLT) STRATEGIC PLAN DEVELOPMENT UPDATE
Council received an update on the Transient Lodging Tax (TLT) Strategic Plan development and a report on a workshop held in November where input was sought from key partners on a long-term TLT vision for Tigard, strategic spending categories and theme prioritization. Council confirmed alignment with the vision statement draft which will return for final adoption in early 2026.
IDENTIFY FINALISTS FOR COUNCLOR APPOINTMENT
There were 14 applications for the council seat vacancy received by the November 20th deadline. Council was pleased at the number of Tigard residents wanting to contribute to their community. Applications were received from Matthew Albertson, Tom Anderson, Glenn Armstrong, John Goodhouse, Jana Guitierrez, Ali Haddadi, Levi Kuhlman, Shawne Martinez, Rafael Palacios, Kate Ristau, Dolly Specht, Gabriel Velasquez, Benjamin Wells and Pia Wilson-Body. Council selected the following five finalists for interviews: Tom Anderson, Ali Haddadi, Kate Ristau, Gabriel Velazquez and Pia Wilson-Body. Interviews will be held during the December 9th Council meeting.
PUBLIC HEARING: DISCUSS THE PROCESS FOR HIRING AN INTERIM CITY MANAGER
A public hearing was held to gather input on hiring an interim city manager. Proposed hiring standards, selection criteria and the recruitment process were presented by staff. Council voted to authorize the city’s Human Resources Department to administer the recruiting, selection and hiring process for an interim city manager.
