Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

PUBLIC COMMENT

Three written comments were received. Topics included rental property inspection programs and River Terrace 2.0 annexation. Three people testified in person, one expressing concern for residents experiencing food insecurity and the fear of ICE presence at community and cultural events. Two people spoke in support of proactive rental programs, one noting that 39 percent, or 21,000 Tigard residents are renters, and many are single parents, seniors or immigrants. The St. Vincent de Paul food pantry at St. Anthony Catholic Church is serving 60-80 families a day, triple the number from summer.

 

CITY MANAGER REPORT

Acting City Manager Tritsch attended a tour of the Packed with Pride food pantry where there were 33 new families shopping this week. She asked people to consider donating money, food or time to help food pantries in the Tigard area. A Veterans Day flag raising ceremony will be held Tuesday, November 11th at 11:00 AM at the Tigard Public Library to honor service members, veterans and their families. Boy Scouts, police, firefighters and other guests will be attending.  A respectful workplace training for Council and city Leadership Team members is scheduled for the January 27, 2026 Council meeting.

 

BOARD AND COMMITTEE APPOINTMENTS

Applications are open year-round, and a large recruitment effort is completed in the summer with smaller rounds of recruitment filling in remaining openings. The mayor and two councilors interviewed applicants and recommended 25 for appointment. Resolution 25-39 was approved, appointing members to the Budget Committee, Committee for Community Engagement, Library Board, Park & Recreation Board, Planning Commission, Town Center Advisory Commission, Tigard Transportation Advisory Committee, and Tigard Youth Advisory Council.

 

SAFE STREETS FOR ALL (SS4A) ACTION PLAN ADOPTION

Council approved Resolution No. 25-40 adopting a Safe Streets Action Plan for the City of Tigard which includes a list of projects. The vision for Safe Streets is “Tigard will have a transportation system where every journey is safe for all road users; there will be no deaths or serious injuries from traffic crashes within a generation; and because no loss of life is acceptable on our streets and roads, the City of Tigard commits to eliminating traffic deaths and serious injuries by 2045.” The Plan lists 24 safety priority locations and 32 strategies to be implemented over the next 10 years. A Safe Streets dashboard will be available online with data updated annually so the public can track progress.

 

HOUSING WORK PLAN UPDATE

An overview was given on the housing planner’s 2026 work program and priorities for Goal 1: Create Housing Opportunities for Current and Future Residents - Strategy 1 Develop an inclusive housing strategy that increases the variety of housing types while balancing the infrastructure capacity needs of the city. The Department of Land Conservation and Development (DLCD) Housing Division and Housing Accountability and Production Office (HAPO) announced their intent to award grant funding to Tigard for housing planning assistance for the 2026-2027 biennium.

 

COUNCIL CONSIDERATION OF A ONE-TIME DONATION OF FUNDS TO ADDRESS FOOD INSECURITY

Council desired to help relieve food insecurity in Tigard by making unused training and travel funds available to assist food pantry organizations. They approved a one-time amount of $10,000 budgeted for the Mayor’s Innovation Project to be directed to food assistance.
