Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Council Recap - 10/28/2025

EXECUTIVE SESSION

The Tigard City Council met in an Executive Session called under ORS 192.660(2) (i) for performance review of public officers or employees.

 

PUBLIC COMMENT

Twenty-four written comments were submitted on a variety of topics: camping time, place, and manner, an ODOT project at Omara and Hall, thanking Tigard Police, nuisance code enforcement, and River Terrace 2.0. Ten people commented in person and spoke about a variety of considerations around houselessness in Tigard and camping on the Public Works lawn, a request to stop fishing in Summerlake park, concerns with the noise of blowers, and gratitude to Tigard Police. Phone-in commenters shared their concerns and suggestions around houselessness.

 

CITY MANAGER REPORT

Acting City Manager Tritsch shared a reminder of election day on November 4, 2025, encouraged people to vote, and shared recent history of voter turnout.

 

CONSENT AGENDA

On the Consent Agenda, both resolutions were approved unanimously. Resolution No. 25-37 to amend a lease agreement for the communications tower facility located at 8777 SW Burnham Street with STC Five LLC and Resolution No. 25-38 to authorize the city to apply for a local government grant for building the new accessible dock at Cook Family Park.

 

ANNUAL MEETING OF THE CITY OF DURHAM, TIGARD WATER DISTRICT AND THE WATER ADVISORY BOARD (WAB)

The intergovernmental agreement (IGA) between City of Tigard, City of Durham and the Tigard Water District (TWD) states that the three parties and the Water Advisory Board (WAB) will meet annually. The WAB Chair Michael Brewin expressed the importance of water, a summary of their key activities, and recommendations which they believe would benefit the water system.

Water conservation is something that the city continues to work on through leak detection and exploring education options for water customers. A water system plan update is scheduled for the next fiscal year and will include water demand forecasting to determine when we need to look for the next water source.

 

TIME, PLACE AND MANNER (TPM) UPDATE AND DISCUSSION

The focus of this discussion was on potential ordinance changes for public camping and what adjustments or data is needed to make the ordinance more effective. Houselessness is a long-standing and complex issue without easy solutions. Tigard is not unique or alone in this issue.

Council gave direction to revise the ordinance and bring it back for approval in December 2025. The changes include (1) revising the time to 7:00 p.m. – 8:00 a.m., to closer match nearby cities and consider police shift-change schedules, and (2) to clean up the enforcement language in the ordinance.

Council asked staff to work with CHART (Community Homelessness Assessment & Response Team) to discover practical solutions for item storage and requested data on enforcement of the ordinance by the four staff members involved.

 

RIVER TERRACE 2.0 NATURAL RESOURCES AND HOUSING UPDATE

A presentation was given on the draft approaches for natural resource protection and housing in River Terrace 2.0. It included a demonstration of conceptual development sites with 3D modeling, a summary of engagement feedback, an overview of how stakeholder feedback has been incorporated into proposed plans and approaches, and a look-ahead to ongoing work to refine these approaches.

Council expressed interest in seeing more parking and commercial spaces in the plans to match community feedback, and more engagement with developers. Senior Planner Gada shared that the city will continue to engage with developers and will keep parking and commercial options front of mind. It was clarified that council has the authority to approve municipal code changes, zoning map, transportation plans for the primary and secondary street network, overall concept plan, and funding strategy.

 

NON-AGENDA ITEMS   

Councilor Ghoddusi expressed concern with SNAP (Supplemental Nutrition Assistance Program) funding running out in November and proposed that the council create an action plan to support the community. Council expressed interest in collecting budget information and discussing this further.
