Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Council Recap - 10/21/2025

PROCLAMATION

October 21, 2025 was proclaimed as a Day to Honor the Life and Legacy of David Nicoli in Tigard. This is in gratitude for his extraordinary contributions and the example he left behind.  Dave was a proud Tigard High graduate, successful entrepreneur, and tireless community champion who helped shape the values that define our city—hard work, generosity, and love of community. Through DP Nicoli Inc. and his years of leadership with the Tigard Festival of Balloons, he lifted others up and created opportunities for all.

 

PUBLIC COMMENT

Homeless Camping Time, Place and Manner will be discussed at the October 28, 2025 Council meeting. There were 14 written comments and topics included a request for support for a Proactive Rental Inspection program, homeless campers and storage of their belongings, and traffic signals on Hall Boulevard.  Two people spoke in person, one on the cost vs. benefits of city-sponsored special events and the other suggesting sobriety tests as a condition to be allowed to camp in Tigard.

 

PROCESS TO FILL CITY COUNCILOR VACANCY

The timeline and process was discussed for filling a Council vacancy, created by the appointment of Councilor Hu to mayor. It will be filled by appointment of a Tigard community member. The application will be available on the city website no later than October 29, with a deadline of November 20 at 5 PM. Finalists will be selected by December 2, with interviews and selection conducted at the December 9 Council meeting. The term for this appointment is January 1 – December 31, 2026.

 

BUDGET AND REVENUE UPDATE

Finance Director Kang presented this update, giving an overview of revenue sources and which city services they fund.  Fiscal Year 2025 results were summarized. The General Fund had a 1% variance from the forecast. While State-shared revenue and traffic fines continue to be volatile, interest earnings were strong and exceeded the budget by 12%. There was a 28% slowdown in building permits, reflecting a regional trend. It was noted that adding additional services requires additional revenue or cost trade-offs.

 

SPECIAL EVENTS ANALYSIS

City special events bring world class music, art, entertainment and food to Tigard and are a living expression of the Community Promise and 5 E’s. An analysis of costs and benefits for the four main city-sponsored events - Juneteenth, Pride Parade and Festival, 4th of July Celebration, and El Tigre Community Festival, was discussed. Tigard’s 2025 National Community Survey showed that events provide representation and strengthen community ties. Currently, costs for these events continue to grow and exceed benefits. Staff suggested continuing to pursue sponsorships with modifications so benefits exceed costs. Council recommended scaling back current service levels if sponsorships cannot fill in the gaps.

 

CITY COUNCIL GOALS 2025-2026 UPDATE

Council Goals are 1) Create housing opportunities for current and future residents; 2) Elevate economic opportunities for current and future residents; 3) Cultivate Tigard as a great place to live, work and play; and 4) Deliver resilient, sustainable, and well-maintained facilities that provide reliable and efficient services to our community. The report highlights outcomes, accomplishments, and upcoming opportunities for each goal and strategy.
