MAYOR LUEB RESIGNATION
Former Mayor Heidi Lueb submitted her resignation effective immediately, to the City Manager and Council President at 5:30 p.m. In accordance with the City Charter, Council President Wolf will serve as Mayor Pro Tempore. City Council will discuss the appointment of a Mayor at the Council meeting on September 23rd.
PROCLAMATIONS
The Tigard Diamond Sports All Stars 11U Softball Team 2025 State Champions were honored for their remarkable season. September 9, 2025 was proclaimed TIGARD DIAMOND SPORTS ALL STARS 11U SOFTBALL TEAM DAY in the City of Tigard.
CONSTITUTION WEEK September 17-23, was proclaimed, honoring the 238th anniversary of the signing of the United States Constitution, the foundation of our freedoms and the framework of our democratic government.
NATIONAL POLICE WOMAN DAY was proclaimed for September 12, 2025. The Tigard Police Department has been a leader in women’s representation, with officers serving in every division. The community is invited to celebrate the woman of law enforcement whose service, sacrifice, and leadership make Tigard a safer and stronger city for all.
NATIONAL CRIME AND INTELLIGENCE ANALYST DAY PROCLAMATION Police Chief McDonald read a proclamation honoring these behind-the-scenes crime analysts and unsung heroes. He highlighted Tigard Police Department’s Crime Analyst Gayla Christopher.
PUBLIC COMMENT
There were two written comments, one about enforcing laws against the use of electric motorcycles on sidewalks and one about a neighbor’s 360-degree camera posted on a tall antenna.
Three people commented in person on topics including climate change, the transportation sector being a leading cause of greenhouse gas emissions, enabling low-car neighborhood design, and a request for Council to keep Mayor Lueb’s climate actions going.
Three people spoke about what they felt was a neighborhood privacy invasion caused by a 360-degree camera placed high on a roof antenna that is capable of filming into nearby neighbor’s living rooms, children’s bedrooms, backyards, and even the front window of a person across the street.
One person spoke about his cush cart marijuana delivery service which can provide equity by serving the elderly or disabled population who cannot conveniently go to dispensaries.
CITY MANAGER REPORT
City Manager Stockwell reported that the budget book is now available to view online. There will be a Family Fun Day on Saturday, September 20th from 10-2 at the Police Department and Public Works Facility. There will be drones, a bike rodeo, big equipment and a police canine meet and greet. He added that Thursday, September 11th is Tigard’s 64th birthday!
CONSENT AGENDA
On the Consent Agenda, Resolution No. 25-30 supporting a Housing Planning Assistance Grant from the Oregon Department of Land Conservation and Development (DLCD), was approved unanimously.
LEGISLATIVE PUBLIC HEARING – FEMA ORDINANCE
Mayor Pro tem Wolf announced that the public hearing was continued to a date certain of December 9, 2025.
PRESENTATION ON WASHINGTON COUNTY LOCAL OPTION LEVIES
Washington County Cooperative Library Services Manager Tattersall, Sheriff Caprice Massey and Washington County Commissioner Snider attended to present factual and neutral information on two levies on the November ballot and request Council approval of resolutions of support. Slide shows were presented about each levy.
CONSIDER RESOLUTION SUPPPORTING WASHINGTON COUNTY BALLOT MEASURE 34-345, LIBRARY LOCAL OPTION LEVY REPLACEMENT
Council elected to postpone voting on this resolution to the October 7th meeting which will be after Washington County finalizes their numbers.
CONSIDER RESOLUTION SUPPORTING WASHINGTON COUNTY PUBLIC SAFETY LOCAL OPTION LEVY, BALLOT MEASURE 34-346
Resolution No. 25-31 supporting the Washington County Public Safety Levy, Ballot Measure 34-346 was approved unanimously.
EXECUTIVE SESSION
Council entered into an executive session called under ORS 192.660 (2) (b) to consider the dismissal or disciplining of a public officer, or hear complaints or charges brought against them, if that person does not request an open hearing.
