Former Mayor Heidi Lueb submitted her resignation to the City Manager and Council President on the evening of September 9, 2025. We understand there are questions in our community and we want to share as much information as we can with all of you.
In accordance with the City Charter, Council President Wolf will serve as Mayor Pro Tempore until the vacancy is filled. The City Council will discuss the process for filling this vacancy at the Council meeting on September 23rd.

We are grateful for the leadership of our elected officials during this time of transition, and we thank Former Mayor Lueb for her service to our community.
At the City of Tigard, we are committed to ensuring a respectful workplace for everyone, where all people are treated with dignity and conflicts are addressed constructively. We work to cultivate an inclusive culture that celebrates diverse opinions and experiences, honest dialogue and mutual trust.

Message to Tigard Staff from Mayor Pro Tempore Maureen Wolf
Tigard Staff,
As many of you know, Mayor Lueb submitted her resignation last night, effective immediately. That resignation came with some statements that were shared publicly regarding the culture and professionalism of the city. In particular, these statements referenced an investigation regarding conflicts between staff and the Mayor, as well as Mayor and Council.
While it is not our role or our intention to address those statements, I want you to know that City Council is committed to ensuring that the City of Tigard is a respectful, professional and inclusive workplace for everyone.
These are not just words; we are committed to taking action.
Action that ensures all employees are treated with dignity, where respect in the workplace is highly valued, checks and balances are in place to ensure accountability and where we create safe space for honest conversations where conflict resolution is managed with care and kindness.
You deserve a workplace where unprofessional behavior is not tolerated, and systems are in place to appropriately report concerns and complaints. As your Council, we encourage you to speak out and make an HR report if you encounter behavior that is not in line with our workplace policies.
As Councilors, we will also commit to taking workplace training for anti-bullying and harassment so that we can better recognize the signs of inappropriate behavior and ensure we respond appropriately. We will also be re-evaluating our own ground rules and policies and developing an escalation process for any future complaints to ensure that a situation like this doesn’t happen again.
I ask for your grace and patience as we move forward with this transition. Per the City Charter, I will be acting as Mayor Pro Tempore, and Council will be meeting on the 23rd to discuss the appointment of our next Mayor.
