Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

PUBLIC COMMENT

Two written comments were received, one regarding increased noise from vehicles and the other regarding food cart pod regulations. Two people commented in person, one regarding food cart pod regulations that they feel cannot be met by a September 1 deadline. Another person expressed concerns about the growing homeless camping situation.

 

CITY MANAGER REPORT

City Manager Stockwell said two library employees shared books, crafts, and library information with 148 children in the foster care system at a back-to-school event sponsored by With Love, a Tigard non-profit whose mission is to help foster families with young children.

 

CONSENT AGENDA

Council, in their role as the Local Contract Review Board, approved contracts for the following: Non-destructive Water Main Condition Assessment and Leak Detection, Library HVAC Upgrade Installation and Controls, and the Tigard Street (Fanno Creek) Bridge Replacement Design Services Contract Amendment.

 

UPDATE FROM WASHINGTON COUNTY SHERIFF’S OFFICE

Washington County Sheriff Massey and Deputy Chief McCrea presented the 2024 Sheriff’s Office annual report. They described the many services provided to over 600,000 people in unincorporated communities, rural areas and municipalities in the county. This includes managing the county’s only jail, search and rescue, patrol, and special response teams. These include the ROVT (Remotely Operated Vehicle Team) certified by the Federal Aviation Administration, Tactical Negotiations Team, and the Crisis Negotiation Team. It was suggested they partner with the Tigard Senior Center to share information on Project Lifesaver and Help Me Home programs, which are for individuals prone to wandering due to conditions such as Alzheimer’s. Sheriff Massey noted that a public safety levy will be on the November 4, 2025 ballot.

 

HOUSELESSNESS UPDATE

An update was given, noting that this is not just a problem in Tigard; it is a regional issue. Staff and council would like to see more commitment from regional sources and neighboring cities. There are currently no available shelter beds and waiting lists are long. Evictions are increasing, and fewer prevention programs are being funded. Statistics for the Safe Parking Program in partnership with Just Compassion of East Washington County show that of 13 households served by the program in Tigard, 6 have transitioned into housing or an alternative program. There are two host sites, and the city is working on a third. The city will soon consider a potential change in the hours and location that camping is allowed.

 

UPDATE ON BUILDING A BETTER TIGARD PROJECT

Tigard is facing a serious challenge with aging Public Works, Police and Emergency Operations facilities that are seismically unsafe, overcrowded and too costly for Tigard taxpayers to rehabilitate.  The city purchased a 9.5-acre parcel to address these needs and combine the two departments efficiently on a new campus. The project will provide a safe and modern facility that meets Council’s Goal 4: Deliver resilient, sustainable, and well-maintained facilities that provide reliable and efficient services to our community. The project team was introduced, including key partners from OTAK (Project Director), Scott Edwards & Associates (Architect), Construction Manager/General Contractor from a joint venture with P&C Construction and Perlo, and several city staff. Slides were shown of the project schedule, programming, communications, and financing.  The Council will receive another project update in December and consider the bond package and ballot language in January-February 2026.  

 

ECONOMIC DEVELOPMENT STRATEGIC PLAN

Teammates developing the city’s first economic development strategic plan outlined tasks set for the next several months, with the aim of creating the plan by January 2026. The project goal is to establish a clear roadmap to guide the city’s investments, partnerships, and policy decisions to deliver on the Council Goal to Create Economic Opportunity for All. Council noted their preference for hybrid involvement that will include frequent opportunities for feedback as the plan is developed, and 1-2 council members acting as liaisons.  

 

COUNCIL OFFICER REVIEW SCHEDULE

Council made no change to the review schedule of city officers – city manager, city attorney and municipal judge. These positions will have a 6-month check-in review and an annual review due on their employment anniversary date.

 

REVIEW OF PROPOSED QUESTIONNAIRE FOR CITY OFFICER EVALUATIONS

A discussion was held on current evaluation forms and templates. Council agreed to use similar forms for the municipal judge’s review.
