PROCLAMATION
City Hall Selfie Day was proclaimed and City Manager Stockwell invited everyone present to join him outside to pose for a photo. City Hall Selfie Day celebrates public service and civic pride, showcasing the vital role of local government. It is organized by Engaging Local Government Leaders (ELGL), a professional association committed to supporting and connecting people who work in and with local government.
CITY MANAGER REPORT
City Manager Stockwell announced that the city received a $3 million grant for the Police/Public Works building design due to the support of our local legislators. He thanked state leadership for action on issues relating to housing, transportation, water safety and a myriad of other topics.
PUBLIC COMMENT
A community member mentioned the Fanno Creek Trail extensions and noted more people are using the trail to visit parks and come to Universal Plaza in the downtown. He mentioned the hot weather and said last year the earth had the highest temperature ever recorded and supported prioritizing taking the bus, biking, walking and rolling to get around rather than driving since transportation is the highest emitting sector contributing to climate change.
A young community member commented that she would like to see more kids outside playing with friends rather than inside playing video games. She said that kids who ride bikes are more likely to continue to ride as they grow up and could live longer.
CONSENT AGENDA
LIBRARY ROOF REPLACEMENT PROJECT INSTALLATION CONTRACTOR
The Local Contract Review Board (LCRB) approved a contract for $738,286 for the roof replacement which will occur simultaneously with the Library’s HVAC upgrade project.
RIGHT-OF-WAY LANDSCAPE MAINTENANCE SERVICES
The LCRB approved a $570,000 contract for right-of-way landscape services. Tigard’s Street Maintenance division is responsible for this maintenance at various locations throughout the city, including along Pacific Highway and some collector and arterial streets.
ON-CALL SPECIALTY LEGAL SERVICES CONTRACT AMENDMENT
The LCRB approved an amendment to the On-Call Specialty Legal Services contract in the amount of $100,000. Cable Huston LLP provides legal services to the city such as real estate, condemnation and litigation, employment and other specialty services as requested by the city attorney.
AMEND EXPIRATION DATE OF DEVELOPMENT ASSISTANCE AGREEMENT
The Town Center Development Agency Board approved TCDA Resolution 25-04 which amends a Development Assistance Agreement with AVA Tigard Development. The expiration date was changed to September 15, 2025.
MINOR AMENDMENT TO THE TIGARD TRIANGLE URBAN RENEWAL PLAN
The Town Center Development Agency Board approved TCDA Resolution 25-05 amending the Tigard Triangle Urban Renewal Plan by adding the acquisition of property from willing sellers to the Tigard Triangle Urban Renewal Area. The three parcels are in the 72nd Avenue Redevelopment Site (former cinema property).
LEGISLATIVE SESSION RECAP
State Senator Courtney Neron Misslin, Representative Ben Bowman, and Representative Sue Rieke Smith presented an overview of the 2025 Legislative Session. The lawmakers will return to the Capitol for a special session scheduled for August 29, called by Governor Kotek to address a Department of Transportation budget shortfall. They announced that an End of Session Joint Town Hall will be held at the Tigard Public Library from 10-11AM on Saturday, August 23rd.
NATIONAL COMMUNITY SURVEY RESULTS
Results were presented on the National Community Survey which was conducted by Polco over a 6-week window. The last survey was done in 2023, and another is planned for 2027. It measured 10 reported livability facets, A majority of residents (80%) rated Tigard positively as a place to live and work (73%). Compared to 2023, more people felt safe from property crime and violent crime. About 7 in 10 participants felt the Tigard community does an excellent or good job at making all residents feel welcome, and the quality of Tigard’s drinking water remains higher than the national benchmark. Of 123 evaluative questions included in 2023 and in the current survey 88 were similar to previous results, with 7 ratings trending upward and 28 ratings decreasing. The report will be available on the city’s website and key findings will be summarized in a fact sheet distributed in the city’s newsletter and social media. The city will continue to analyze results to celebrate successes and determine areas for improvement.
SAFE STREETS FOR ALL (SS4A) ACTION PLAN
An update was given on the Safe Streets for All planning progress. In 2022 Tigard was awarded a grant from the US Department of Transportation to support a plan to eliminate traffic deaths and serious injuries by using a Safe Systems approach prioritizing safety and identifying Priority Safety Corridor locations. Upcoming public engagement will include education about the Safe Systems Approach, the vision of equitable, safe transportation, honoring Tigard resident lived experience alongside data to understand safety concerns, and helping the community to understand that different agencies own different streets so solutions may move forward in varying ways on different parts of the network. The Plan will come before the Council in October for adoption.
