DISABILITY PRIDE MONTH PROCLAMATION
The City of Tigard proclaimed July 2025 as Disability Pride Month, celebrated nationwide each July to commemorate the anniversary of the Americans with Disabilities Act (ADA), which was signed into law in July, 1990. Representatives were present from Ross Recreation, Shriners Children’s Hospital, Adventures without Limits, Down Syndrome Network of Oregon, Autism Society of Oregon and Adaptive Sports.
BOARD AND COMMITTEE APPOINTMENTS
Council approved Resolution No. 25-27 appointing community members to several City Boards and Committees including Audit Committee, Budget Committee, Committee for Community Engagement, Library Board, Tigard Transportation Advisory Committee and the Tigard Youth Advisory Council.
CONSENT AGENDA -
CACH RESERVOIR & PUMP STATION OWNER’S REP CONTRACT AMENDMENT
The Local Contract Review Board (LCRB) approved an Owner’s Representative Contract Amendment with Kennedy Jenks in the amount of $139,840 for the Cach Reservoir and Pump Station Project. Although the majority of construction is complete, owner’s representative services are still required to ensure the final phases of construction are completed properly and to ensure that all project closeout tasks and documentation are delivered in accordance with the construction contract specifications.
2025 PAVEMENT MANAGEMENT PROGRAM PAVEMENT REHABILITATION PROJECT
The LCRB approved a contract with Eagle Elsner in the amount of $1,619,506 for the 2025 Pavement Rehabilitation Project, which includes a combination of minor maintenance projects (slurry seal) and major maintenance and rehabilitation projects (pavement overlays).
FRANCHISE EXTENSION AGREEMENT WITH COMCAST
The City Council approved Resolution No. 25-28 extending the Comcast cable franchise agreement while the Metropolitan Area Communications Commission (MACC), of which the city is a member, works with Comcast to reach agreement on a renewed franchise through the informal renewal process. While franchise agreement negotiations are going well, members were informed that this extension of the current agreement is needed to support completing those negotiations.
PUBLIC HEARING: AMEND THE 2026 FEES AND CHARGES SCHEDULE
Council approved Resolution No. 25-29 to amend solid waste collection rates listed in the 2026 Fees and Charges Schedule. The roll cart rates rose slightly and will be effective September 1, 2025.
PUBLIC HEARING: TOWN CENTER DEVELOPMENT AGENCY SUPPLEMENTAL BUDGET
Council, acting as the TCDA Board approved TCDA Resolution No. 25-03, which adds $9,100,000 to the TCDA budget and funds the previously authorized purchase of the former Tigard Cinema site. The budget increase is offset by unanticipated fund balance, prior year carry forwards, debt proceeds and transfers. Acquisition of park land is a high priority of the Town Center Advisory Commission and as the Tigard Triangle area continues to grow, acquiring this property will provide an important recreational amenity and attract new businesses to the district.
EQUITABLE ENGAGEMENT REPORT FINDINGS
The City of Tigard’s Digital Communications Coordinator Barrientos, Enviroissues Senior Associate Laura Peña and Senior Equity Strategist Christine Moses presented findings from a report with recommendations on how to provide greater access and engagement between the city and its stakeholders. Input came from a large cross-section of community leaders, Committee for Community Engagement members, City Council, staff, focus groups and surveys at community events. Priority actions and themes were developed to address fostering equitable engagement practices that build trust, deepen relationships and dismantle barriers to participation across all communities.
