In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

EXECUTIVE SESSION

An Executive Session was held, called under ORS 192.660(2)(i) for the performance review of a public official.

 

PUBLIC COMMENT

 One written public comment was received regarding noise from illegal fireworks.

 

COMMUNITY UPDATES -

POLICE CHIEF REPORT

Police Chief McDonald gave a report on 4th of July fireworks calls which were more than double last year’s number. Location of reports was evenly spread throughout the city and peaked between 9-10 p.m. It would be very helpful to police if those calling in fireworks complaints would provide the address or at least nearby cross streets. Neighbors can also let police know of usual illegal firework offenders and their address so they can be contacted proactively and educated on what is legally allowed and what penalties are for using fireworks illegal in Oregon.

 

TIGARD CHAMBER OF COMMERCE

Board Chair Engel introduced incoming Chair Sara Tanner and Chair-Elect Dr. Whitney Bautista who will take over attending future Council meetings to give updates on Chamber events and activities. The Chamber celebrated their 70th birthday on July 11. Leadership Tigard applications are open now for the Class of 2026. The Farmers Market is held Sundays from 9 a.m. to 1:30 p.m. at Universal Plaza in downtown Tigard.

 

COUNCIL BOARD AND COMMITTEE LIAISON REPORTS

Councilors reported on their assigned city and regional board and committee meetings.

 

RIVER TERRACE 2.0 TRANSPORTATION UPDATE

Staff presented results and recommendations of the Tile Flat Road Extension Scenarios Evaluation. Of the four scenarios evaluated, Scenario 1 was recommended by Council. An overview was given of transportation community engagement and outreach for River Terrace 2.0 thus far. Community members prioritized safety, fewer impacts to natural areas, connected pedestrian and biking networks, public transit and options to walk to nearby destinations.  Maps of draft street network options were presented.

 

BRIEFING ON TIGARD HOME (HOUSING, OPPORTUNITY, MOBILITY, AND ENTERPRISE)

Staff reintroduced the Tigard Home project. Urban agriculture and livestock regulations were included in the first phase and adopted in November of 2022. The HOME project aims to provide more economic mobility and activity by facilitating flourishing self-contained communities where housing, economic, and entertainment options are easily accessible to a variety of mobility types. Community Development held an event on June 18, 2025, and 80 people attended and provided input. The Tigard HOME goal is to bring more nearby shops and services to neighborhoods, expand home and property use options, simplify neighborhood business rules, create safer, more connected walking paths and reduce vehicle miles traveled. Staff will return to Council and report on additional community input in Fall 2025 and early 2026.
