Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

APPOINT ASHER HELLHAKE AS YOUTH CITY COUNCILOR FOR A JULY 1, 2025-JUNE 30, 2026 TERM

Tigard High School junior Asher Hellhake was appointed Youth City Councilor for a one-year term beginning July 1, 2025. The Youth City Councilor program began in 2019 and allows the mayor to appoint one Tigard resident entering their junior or senior year in high school to serve as a non-voting member of Council. Council values the contribution and perspective youth can provide to city government.

 

PROCLAMATIONS AND RECOGNITION

July was proclaimed as Park and Recreation Month and everyone is encouraged to explore Tigard’s parks, trails and greenspaces and participate in the summer recreation events.

July 4th Independence Day - Celebration of Freedom was proclaimed, celebrating the adoption of the Declaration of Independence on July 4, 1776. It reaffirms the city’s commitment to the values of freedom, equality and justice, while inviting the community to celebrate these ideals through the planned “Tigard Through the Decades” 4th of July event at Cook Family Park, starting at 6 p.m.

 

PUBLIC COMMENT

One written comment was received expressing concerns about downtown parking management and the effect it may have on businesses.

 

CITY MANAGER REPORT

City Manager Stockwell shared some photos of the Pride Parade celebration held Saturday, June 28. The city partnered with Tigard-Tualatin School District on the event which began with a parade on Durham Road and booths, activities, roller skating and entertainment at Tigard High School.

 

CONSENT AGENDA

An agreement with ODOT was approved for project development for the Bonita Road to Durham Road section of the Fanno Creek Trail project.

A contract with Consolidated Supply Co. for radio read water meters and associated components was approved for an amount not to exceed $4,000,000. This system will eliminate water meter reading and billing errors, reduce meter reading time, improve consumption data collection and analysis and improve customer service.

 

QUASI-JUDICIAL PUBLIC HEARING: CONSIDER APPROVAL OF TIGARD STREET BRIDGE REPLACEMENT COMPREHENSIVE PLAN MAP AMENDMENT, SENSITIVE LANDS REVIEW AND MINOR MODIFICATION

Council adopted Ordinance No. 25-05, amending the Comprehensive Plan to remove Goal 5 protection from 0.59 acres of Tigard significant wetlands and 0.14 acres of vegetated corridor associated with Fanno Creek in order to replace the existing Tigard Street bridge. An associated bioretention facility will be built in Dirksen Nature Park. The bridge was built in 1958 and ODOT inspections in 2026 identified critical structural deficiencies, recommending emergency repairs and strengthening. This was done in 2017, with the understanding that the bridge would be replaced in the future. The bridge currently floods, and the new structure will be higher, safer, and will accommodate a variety of travel modes. Construction will begin in 2026.  

 

COMPENSATION FOR CITY OFFICERS

A merit and compensation administration process for the city manager, city attorney and municipal judge was proposed by the City’s HR Director to comply with regulatory requirements in Oregon’s Pay Equity Law and Oregon Government Ethics Commission rules. The recommended process was approved by the Council.

 

EXECUTIVE SESSION

The Tigard City Council entered into an Executive Session to discuss Labor Negotiations, under ORS 192.660.(2) (d).
