In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details.

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

PROCLAMATIONS AND RECOGNITION

Members of Broadway Rose Theater invited staff and Council to join them as they demonstrated jazz hands, honoring visionary dancer, choreographer and director Bob Fosse on his birthday and encouraging all community members to keep moving, stay healthy, celebrate the rich cultural heritage of jazz, and never forget the joy of performance. 

 

PUBLIC COMMENT

Two written comments were received. One comment was about concerns with the Downtown Tigard portion of the proposed parking management program. The second written comment expressed support for one of the solid waste rate options. Several people spoke in person about parking enforcement and concerns that limiting the number of hours parked could harm small businesses or make it difficult for those with medial appointments.

 

CITY MANAGER REPORT

City Manager Stockwell shared a letter from a mother in the community. "...The children's section of the Tigard Library is a great and safe place for our family. My son has some special needs. ADHD, sensory issues, etc. When he is overwhelmed, he sometimes does surprising things. The library and storytime are so welcoming, well-organized and well-structured that I rarely see any behaviors from him there. Even if he struggled there, I feel really at ease knowing the children's librarians understand children and are inclusive of children with special needs. The librarians always remember us and say hello to my son. We've been able to read hundreds of books since he was born due to the library. When he turned five this week, I asked him what he wanted to do on his birthday and he said, "go to the library." I have so much gratitude for this service in our community.”

 

PUBLIC HEARING: CONSIDER RESOLUTION AUTHORIZING WATER REVENUE REFUNDING BONDS

Council approved Resolution No. 25-25 authorizing the sale of water system refunding bonds. Initial estimates from the sale of water revenue refunding bonds are that Tigard rate payers will save approximately $1.3 million in total debt payments over the life of the bond.

 

TOWN CENTER DEVELOPMENT AGENCY (TCDA) CONSIDER RESOLUTION AUTHORIZING BONDS FOR CAPITAL PROJECTS IN THE TIGARD TRIANGLE

The Town Center Development Agency Board approved TCDA Resolution No. 25-02 authorizing the issuance of bonds for Tigard Triangle capital projects. Bond proceeds would be used to purchase the former Tigard Cinema 10.39-acre site. The Agency can borrow up to $5,600,000 to finance urban renewal projects in the Tigard Triangle Urban Renewal Plan.

 

DISCUSS SOLID WASTE FRANCHISE FEES AND CHARGES AGGREGATE REPORT

The Council received a presentation from waste and recycling consultants Bell and Associates and were given two rate increase options based on a rate review study required by the Tigard Municipal Code.  Option 1 focused on increases primarily on residential and commercial roll carts only.  Option 2 proposed lower increases but across all service lines. Council was supportive of Option 1. 

 

DOWNTOWN PARKING MANAGEMENT PROGRAM UPDATE

An update was given on the Downtown Parking Management Program. Council directed staff to continue gathering data and explore alternative methods to address city parking management.

 

ADOPTION OF COUNCIL GROUND RULES RESOLUTION

Section 3.8 of the City Charter requires the Council to adopt Ground Rules that include a code of conduct, process for the selection of board and committee members, and will govern proceedings of the Council where they do not conflict with law or other Charter provisions. The Council unanimously passed Resolution No. 25-26, which outlines the Ground Rules they will follow as they work together.
