PUBLIC COMMENT
No written comments were received. One in-person comment was received about concerns with Clean Water Services raising customer rates considering recent news reports about overspending on travel and meals by their Board.
POLICE CHIEF REPORT
Police Chief McDonald reported on a recent increase in storage facility burglaries and advised that while arrests have been made and some property recovered, anyone having a storage unit in Tigard or anywhere in Washington County should check it. If items are missing, notify the police. He discussed traffic stops and responded to questions about crashes at the Highway 99W and Gaarde intersection. As the new photo enforcement vendor contract is implemented the intersection will be evaluated for inclusion in the program.
TIGARD CHAMBER OF COMMERCE UPDATE
Chamber Membership Coordinator Ainsley Adams gave an update on recent and upcoming activities. The Leadership Tigard Class of 2025 graduated tonight, and applications are open for next year. The Chamber is working with the Tigard-Tualatin School District and Tualatin Chamber on revamping the Work Ready Program to better serve youth and the business community. The largest Chamber networking event of the year will be held Friday at the Tigard Festival of Balloons with eight chamber and non-profit organizations participating.
COUNCIL LIAISON REPORTS
Council members reported on their Board and Committee assignments. ODOT Region 1 planning is underway. The Washington County Coordinating Committee supports Tigard and the North Dakota Bridge project. Rivergrove has joined the Regional Water Providers Consortium. Councilor Schlack was elected Chair of the Willamette River Water Coalition. Councilor Shaw was elected Vice Chair of the Community Development Block Grant Policy Advisory Board.
PUBLIC HEARING TO ADOPT 2026 FEES AND CHARGES SCHEDULE
Council approved Resolution No. 25-20 amending the Citywide Fees and Charges Schedule. Rate increases are based on the Consumer Price Index-U West or specific industry indices. Proposed regional rate increases from Clear Water Services for Sanitary Sewer and Stormwater are set at 3 percent, a reduction from an earlier rate proposal of 4 percent.
PUBLIC HEARING CERTIFYING THAT THE CITY OF TIGARD PROVIDES SERVICES QUALIFYING FOR STATE SHARED REVENUES
Council approved Resolution No. 25-21 certifying that the City of Tigard provides services qualifying for state shared revenues. Tigard provides 6 of 7 required services and is therefore eligible for receiving state shared revenues. The services that the city provides include police protection, street construction, maintenance and lighting; sanitary sewers, storm-water management, planning, zoning and subdivision control; and water quality.
PUBLIC HEARING DECLARING THE CITY’S ELECTION TO RECEIVE STATE REVENUE SHARING
The city qualifies to receive a portion of state revenues from the cigarette tax, liquor/marijuana tax and state gas tax. Council approved Resolution No. 25-22 declaring the city’s election to receive state revenue sharing. The estimated share of $725,000 will go into the General Fund.
PUBLIC HEARING ON ADOPTING THE BUDGET
The Mayor and Council expressed their appreciation to the seven community Budget Committee members, staff, city budget officers and the community for their hard work on this budget. Council approved Resolution No. 25-23 adopting the approved budget with total requirements of $432,661,445.
PUBLIC HEARING ON ADOPTION OF THE TOWN CENTER DEVELOPMENT AGENCY (TCDA) BUDGET
Council switched to their TCDA Director roles and considered the TCDA budget in the amount of $8,305,096. TCDA Resolution 25-01 was approved. There will be a supplemental budget to account for purchasing the property on the former theater site.
PUBLIC HEARING ON THE FISCAL YEAR 2025 SUPPLEMENTAL BUDGET
Council approved Resolution No. 25-24 to adopt the final 2025 Budget Supplemental in the amount of $1,801,053 for requests unforeseen at the time of budget adoption. The increase will be funded by currently available fund balances.
TYLER ENTERPRISE PERMITTING AND LICENSING (EPL) UPDATE
Several Tyler Technologies modules have been implemented over the past few years. Enterprise Permitting and Licensing (EPL) replaces five different systems that do not communicate with each other and is the next module to go-live (June 24). EPL consolidates permitting, planning, licensing and code compliance. It will modernize and improve city services for business licensing, police licensing, engineering permits, building permits, and planning reviews. On June 24 customers will continue to be able to do everything they currently do online such as paying fees and requesting inspections. Customers will eventually be able to submit all permit, land use and license applications, renew business licenses, access and print key document and view plan and permit corrections digitally.
