In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details.

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

PUBLIC COMMENT

There was one phone-in comment regarding the proposed council ground rules, including a request for clarification on the process for councilors to bring forward requests and ideas to the council agenda. The caller felt that as written, the ground rules seem to allow the Mayor and City Manager to prevent a topic requested by a councilor from appearing on an agenda. This is a form of veto, and the mayor is not allowed a veto according to the Charter.

 

PROCLAMATIONS AND RECOGNITION

The month of June was proclaimed as Pride Month. A flag raising was held earlier today and a Pride parade and event will be held in partnership with Tigard-Tualatin School District on Saturday, June 28.  

June 6th was proclaimed as National Gun Violence Awareness Day, honoring victims and survivors of gun violence. Representatives from Be Smart for Kids were in attendance to accept the proclamation.

Resolution No. 25-17 was approved, thanking Shriya Myneni for her service as Youth Councilor for the past year. Mayor Lueb read several comments highlighting Youth Councilor Myneni’s thoughtful engagement and representation of the youth perspective.

 

CITY MANAGER REPORT

New City Manager Brent Stockwell reported that he has been meeting with many people and exploring the community. He thanked the Council for the opportunity to join the City of Tigard. He noted that the Summer Reading Adventure began June 1. The library has log-in sheets and a free book for all participants. Park shelter reservations are booming. There is a Health and Fitness Kick-off Fair at Universal Plaza on June 7. Also on June 7 is the Youth Night Out for tweens (9-14 years) which includes games and swimming. Details are on the city’s website.  

Police Chief McDonald said Tigard Police have been partnering with the Washington County Sheriff's Department on an organized retail theft mission and recently caught   several shoplifters, some of whom were youths. They were not part of an organized retail theft group and the focus on them would be prevention. He said a news release was published about a former Tigard officer pleading guilty to criminal charges.  He acknowledged the officer did the things he was accused of while on duty and is no longer a Tigard employee. He assured Council that the Police Department is in the process of reviewing their practices to make sure there are procedures in place to prevent this from happening again.

 

ADOPTION OF COUNCIL GROUND RULES

Ground Rules for Council are required by the Charter.  Amendments to several sections were discussed and changes were proposed. The Ground Rules will be revised and a resolution adopting them will return to Council for consideration on June 24.  

 

BRIEFING ON 72ND AVENUE PRE-DESIGN PROJECT

Staff gave a project overview on re-designing SW 72nd Avenue from Highway 99W to Highway 217.  It will include sidewalks, protected bike lanes, landscaping buffer, one travel lane in each direction with a center turn lane, and on-street parking. Intersection improvements will provide safer high-visibility pedestrian crossings, transit stops for TriMet’s FX service (frequent express service with in-lane entry, multiple doors, lower thresholds and frequent service), curb extensions, green bike lane extensions and better lighting. Public involvement for the design phase included focus groups and outreach in the Fall of 2024 and a neighborhood meeting in April 2025. The city applied for a BUILD Federal Grant in February 2025 for the north segment (99W to Dartmouth Street) and expect to hear soon about an award decision.
