Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

CITY MANAGER REPORT

Interim City Manager Tritsch noted that 30 city employees have served in the military and she was grateful for their courage and sacrifice. The Tigard Public Library recognized their volunteers, who have given 2,500 hours. Their top volunteer has given over 9,500 hours  over the years. This was Interim City Manager Tritsch’s last report, as new City Manager Brent Stockwell arrives on Monday, June 2.

 

LIBRARY AUTOMATED MATERIALS HANDLING (AMH) REPLACEMENT

Acting as the Local Contract Review Board, Council approved a contract to mk Solutions, Inc. for replacement of the aging automatic materials handling (AMH) system at the library. It is scheduled for completion in Fall 2026.

 

RED ROCK CREEK STABILIZATION AND ENHANCEMENT PROJECT

 A contract was awarded to Pacific Excavation, Inc. for the Red Rock Creek Stabilization and Enhancement Project which will enhance and stabilize Red Rock Creek downstream of SW Dartmouth Street and upstream to SW 72nd Avenue. Erosion had created stream incision up to 25 feet deep and caused multiple sewer line breaks. This project will protect and restore the ecology of the creek.

 

LEGISLATIVE PUBLIC HEARING ON AMENDING TIGARD MUNICIPAL CODE CHAPTER 15.16 REGARDING ENCROACHMENTS

Ordinance No. 25-04 was adopted unanimously, clarifying regulations on items such as construction materials, equipment trailers, or portable sanitation facilities in rights-of way and public property. Amendments also provide a means for residents to temporarily place dumpsters, shipping containers (PODS) or landscaping materials in the right-of-way when there is inadequate space to locate them on private property. The ordinance clarifies definitions and the permit process.

 

CONSIDER PROPERTY AT 13001 GALLIN COURT AS SURPLUS PROPERTY

In 2013 the city purchased a house as part of a settlement agreement with the former owners. A capital improvement project was necessary to stabilize the creek and prevent further erosion of the property. The project is now complete, and the city has no public need for the house. Council approved Resolution No. 25-16, declaring the property as surplus and directing the City Manager to take appropriate actions to sell the property

 

TOWN CENTER DEVELOPMENT AGENCY: TIGARD TRIANGLE PROPERTY ACQUISITION

The Town Center Development Agency Directors ratified the purchase and sale agreement and approved the acquisition of approximately 10.39 acres located at 11626 SW Pacific Highway, the former Tigard Cinemas site. The cost is $12,000,000 and the transaction will not be completed unless the due diligence process is satisfactorily complete. This site could provide an area for a much needed park in the Tigard Triangle TIF District as well as an opportunity for a public private partnership to construct new housing, infrastructure or facilities.
