Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

PROCLAMATIONS

Mayor Lueb proclaimed March 2025 as Developmental Disabilities Awareness Month. March 8th was proclaimed International Women’s Day and March 2025 as Women’s History Month.

 

PUBLIC COMMENT

Two written comments were received regarding recent changes to food cart regulations and the effect on their planned food cart pod and tap house. The same commenters testified in person at the meeting.

 

CITY MANAGER REPORT

Interim City Manager Drake noted that registration is open now for the Annual Egg Hunt at Cook Park on April 19th, with separate areas for younger children to participate safely.  On-street parking data collection has begun Downtown and in the Tigard Triangle. If you see a white car with cameras on its roof, it is making a visual count of cars in these areas.  On Saturday, March 15th  at City Hall from 9:30-1 there will be an opportunity to meet and ask questions of the project team for the city’s Police and Public Works Facility. The public is welcome to attend.

 

LEGISLATIVE PUBLIC HEARING ON AMENDING TIGARD MUNICIPAL CODE 3.24 REGARDING SYSTEM DEVELOPMENT CHARGES AND TEMPORARY CERTIFICATES OF OCCUPANCY

A public hearing was held to consider an ordinance updating Tigard Municipal Code Chapter 3.24 to clarify the timing of collecting System Development Charges (SDCs). SDCs are fees that reimburse the city for impacts to public infrastructure. The code did not mention temporary certificates of occupancy, which created a loophole where development could acquire occupancy without paying fees that are due. Council approved Ordinance No. 25-02 requiring payment of System Development Charges (SDCs) prior to the earlier of an issuance of a temporary certificate of occupancy, if applicable, or final inspection for a permanent certificate of occupancy, whichever is the city’s final action on the buildings or permits to which the fees relate.  

 

LEGISLATIVE PUBLIC HEARING ON AMENDING TIGARD MUNICIPAL CODE 3.44 REGARDING SURPLUS REAL PROPERTY

Ordinance No. 25-03 was approved, updating the language in the Tigard Municipal Code regarding disposal of surplus property and bringing it in line with current state statute.  

 

JULY 4, 2025 DRONE SHOW DISCUSSION

Last summer, with the retirement of the longtime 4th of July fireworks show producer the city put on its first-ever drone show on the 4th. Interest and participation were greater than expected, leading to some challenges with traffic and enough amenities such as food and restrooms. Positive feedback included the novelty of the show and the lack of firework smoke, pollution and noise - especially appreciated by veterans and pet owners. Suggestions to staff were to look for sponsors which could enable an increase in drones, coordinated music, family-friendly activities and a longer show with greater visibility from nearby neighborhoods. Staff will return to Council with information on options to inform a decision on what to plan for 2025.  

 

TAX INCREMMENT FINANCING AGENCY BEST PRACTICES

Redevelopment Project Manager Farrelly gave a presentation on how TIF ((Tax increment Financing) works and discussed the vision and goals of Tigard’s two TIF districts: Downtown Tigard and the Tigard Triangle. While urban renewal appears on property tax statements, the taxes do not go up, they are just distributed differently. TIF can be a funding source for urban renewal projects in blighted areas. Project examples include the building improvement grant program, public utility improvements, mixed-use and affordable housing, improved trails, parks and public spaces.
