In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

There was one comment requesting funding for a non-profit agency.

 

COMMUNITY UPDATES

Tigard Chamber of Commerce Chair Engel reported on current and upcoming activities and events. The Tigard Chamber is one of two cities in Oregon hosting a local competition for the National Civics Bee for 6th, 7th and 8th grade students. Application and essay information is available on the Chamber’s website. Scholarship applications for high school seniors in zip codes 97223 and 97224 are open. The deadline to apply is March 7th at noon. The Tigard Farmers Market is accepting applications for the 2025 Season. A new monthly event called Success Session debuted with a discussion focused on Marketing in an AI (Artificial Intelligence) era. The events are held online and in person.

Tigard High School Envoy Vogel updated the Council on high school activities including club rush, the dance team going to the Nationals competition, service projects and all the winter sports in full swing.

 

POLICE CHIEF REPORT AND 2024 AWARDS

Chief McDonald gave a report on December crime statistics and presented awards to Police Department teammates. Professional Support Staff of the Year awards were given to Shelly Wert and Michelle Hellstrom. Sergeant Haynes was named as Supervisor of the Year. Officer Enzenberger was given the Officer of the Year award.  

 

COUNCIL LIAISON REPORTS

 

The Mayor and Council gave updates from their assigned boards and committees.  

 

ANNUAL UPDATE FROM WASHINGTON COUNTY SHERIFF MASSEY

Sheriff Caprice Massey and Undersheriff John Koch gave a presentation on the services the Sheriff’s Department provides to county residents, including operation of the jail and being primary responders to rural and urban unincorporated residents, and cities that contract with them for policing services.  Sheriff Massey highlighted that Washington County is the safest urban county in Oregon. Upcoming is a jail capacity study. They are planning to put a public safety levy on the November 2025 ballot.

BUDGET COMMITTEE PLANNING MEETING

Kelli Pement was elected Budget Committee Chair and Greg Brown was elected Secretary.  Appointed to the Social Services Subcommittee were the following members: Felipe Aguilar, Greg Brown, Jeanette Shaw, Jake Schlack and Heather Robbins. A financial update on the second quarter of FY25 was given and Budget priorities for FY26 were presented: Advancing the Public Works and Police Department Facility Planning and Bond Measure Preparation; and Completing all Tigard Tyler Module Implementation. Of note is the county’s proposed 10-17% reduction in general fund budgets, which include Washington County Cooperative Library Services (WCCLS), cutting the percentage of support libraries receive to maintain services. Budget Committee meetings are scheduled for April 26, May 12, and May 19 with adoption at the June 17 City Council meeting.
