In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

PUBLIC COMMENT

A community member commented regarding laws about trailer and boat parking on streets not being enforced equally among neighborhoods.

 

OATHS OF OFFICE

City councilors elected on November 5, 2024 were sworn in by Municipal Judge Oberdorfer. Faraz Ghoddusi and Heather Robbins were elected to 2-year terms and Jake Schlack, Jeanette Shaw and Maureen Wolf were elected to 4-year terms. Tigard’s City Council now consists of a mayor, six city councilors and one youth city councilor.

 

COUNCIL PRESIDENT

The Council President fills in for the mayor in her absence and may perform other duties at the mayor's request. Council elected Maureen Wolf for a one-year term ending December 31, 2025.

 

CITY MANAGER REPORT

City Manager Rymer congratulated the incoming council members and new council president, Maureen Wolf. He noted that this first council meeting with two additional councilors and the vote for a council president by motion was the result of the Charter Committee’s work on rethinking and rewriting the City Charter.

     

CONSENT AGENDA

Acting as the Local Contract Review Board, Council approved a Murdock Street Sidewalk and Stormwater Improvements contract amendment with AKS Engineering & Forestry, LLC in the amount of $89,334. This project is for a shared use path and minor roadway widening along one side of the street from 103rd Avenue to Templeton Elementary School.  The Murdock Street Sidewalk and Stormwater Improvements project will be combined with the planned Safe Routes to School Templeton/Twality Improvement which will reduce the construction period and costs. 

 

COUNCIL GOALS UPDATE

City teammates gave their final reports on progress made on Council’s 2023-25 four main goals: Reduce Houselessness, Address Climate Change, Modernize & Improve City Services, and Enhance Community Safety. The goals support the city’s Strategic Plan vision to be, "an equitable community that is walkable, healthy, and accessible for everyone." Council will meet soon to set their goals for 2025 and beyond.

 

UPDATE ON THE CITY FACILITIES MODERNIZATION PROJECT

The goal of the project is “Building a Better Tigard” through building a safe and modern combined facility for the Police and Public Works departments so first responders can continue to provide critical services after a natural disaster and improve efficiency of everyday operations. The combined facility would replace nine substandard, aging and overcrowded work sites and be built to withstand a major earthquake. Property on Wall Street was acquired and OTAK was selected as project director. Consultants reported on bond survey results conducted in November 2024. A second survey is planned for 2025.

         

LOCAL CONTRACT REVIEW BOARD: PUBLIC WORKS AND POLICE FACILITY PROJECT DIRECTOR CONTRACT

In September 2024 the city issued a request for proposals for a Project Director to lead the Police and Public Works building project. Three firms responded and a selection committee scoring the proposals invited the top two firms for in-person presentations. References were checked and Otak received the selection committee’s recommendation for a contract award.

 

INTERIM CITY MANAGER CONTRACT

With City Manager Rymer’s upcoming retirement, the city needed to fill an interim position to bridge the time between his departure and the hiring of a new manager.  Rob Drake was interviewed by Council and is recommended for this interim position. Mr. Drake served 16 years as mayor of Beaverton, and served as city manager of Cornelius, interim city manager for Tillamook, Carlton and most recently, North Plains. With all the important initiatives going on, Council felt his experience would be an asset to the city and the contract was approved unanimously.
