PUBLIC COMMENT
Two written comments were received regarding the development assistance grant to Just Compassion. One person commented in person in support of the grant.
METRO PRESENTATION ON HOMELESSNESS FUNDING
Metro Council President Lynn Peterson, Metro Councilor Gerritt Rosenthal and Metro Director of Strategic Operations Val Galstad gave a presentation on Metro’s 2018 Affordable Housing Bond and the 2020 Regional Supportive Housing Services Measure (SHS) which have provided funding to build homes and support rental assistance and wraparound homelessness services. The bond will expire soon and the SHS funding measure sunsets in 2031. Metro is inviting stakeholder, partner and regional community input on how to continue meeting these regional needs for affordable housing and homelessness services. They discussed proposed policy changes and potential next steps that could lead to continued funding and success in this area.
COMMUNITY ORGANIZATION UPDATE
Representatives from two organizations serving the Tigard community spoke about their programs. Catalyst Partnerships mobilizes volunteers and donates supplies to provide home repairs and remodeling services to elderly, disabled and under-resourced homeowners unable to afford or physically do repairs themselves. The St. Vincent de Paul Severe Weather Supports (SWS) serves houseless adults by providing hot meals every Sunday from November - March and on the fourth Sunday from April - October in the Community Café, in a setting of social inclusion where they can connect with resources. Guests are screened and provided with necessary life-saving supplies such as tents, tarps, sleeping bags, gloves, flashlights and batteries.
TIGARD YOUTH ADVISORY COUNCIL ANNUAL UPDATE
Two teen members of the Tigard Youth Advisory Council gave their annual update to council on their activities including hosting a dinner and Halloween Trunk or Treat at the Good Neighbor Center, and the What’s on Your Ballot community event last May. They hosted a City Council Candidate Showcase in the fall where members welcomed everyone and provided childcare. TYAC’s mission is to empower, improve and connect the lives of Tigard youth. Their 2024-2025 focus is on Youth Mental Health, Houselessness and Climate Action.
PRESENTATION OF EXTERNAL FINANCIAL AUDIT BY MOSS ADAMS
Moss Adams Partner Keith Simovic presented the audit results for the City and Town Center Development Agency’s financial operations for fiscal year ending June 30, 2024. There was an IT auditor added this year to ensure everything transferred accurately from legacy systems into the new Tyler accounting modules. He reported that the city received an unmodified (clean) opinion on the financial statement and there were no Government Auditing Standards compliance findings or material weaknesses. Staff reported that recommendations are already underway.
TOWN CENTER DEVELOPMENT AGENCY: CONSIDERATION OF A DEVELOPMENT ASSISTANCE AGREEMENT
Just Compassion Development Director Michael Austin presented slides showing progress made on building the Hall Boulevard Access Center. Construction should be complete in February with the opening planned for late March or early April. It will provide 60 congregate shelter beds with wrap-around services such as counseling, mental health support, medical triage, employment training and support, hygiene services, a commercial kitchen and laundry facilities. The TCDA Board acknowledged that safety concerns expressed earlier had been addressed.
The TCDA Board approved TCDA Resolution No. 24-05 authorizing the Executive Director of the Town Center Development Agency to sign a Development Assistance Agreement with Just Compassion for up to $200,000 in System Development Charges related to the new Access Center.
