In accordance with Oregon House Bill 2560, meetings are hybrid, where some Council, staff or public will participate in person and some will participate remotely.  See meeting agendas for specific details.

Submit Public Comment

Please view the Tigard City Council Protocol for Public Comment.

  1. Written public comment may be submitted electronically by Monday at noon -  the day before the council meeting. On Mondays, when the city is closed for a holiday, the deadline will remain on Monday at noon. This is to allow staff time to adequately prepare written public comments for submittal to Council in time for their review prior to the meeting.
  2. If you prefer to call in, dial 503-966-4101 when instructed to be placed in the queue.
  3. If attending the meeting in person, please fill out the public comment sign-in sheet at the front of the room and come to the microphone when your name is called.
  4. If you would like to provide video comments, you can now testify at public hearings or offer public comment via the Microsoft Teams app. Instructions/link are provided in each meeting event calendar item.

Council Recap - 12/03/2024

PROCLAMATION

Mayor Lueb proclaimed December 2024 as National Impaired Driving Awareness Month in Tigard. Police Chief McDonald spoke on the importance of raising awareness of this nationwide problem, especially during the holidays. He suggested alternatives such as using taxies or calling a friend or family member to give you a ride instead of getting behind the wheel while impaired.

 

PUBLIC COMMENT

One person spoke about the potential parking program in the downtown. He noted the lack of attendance from business owners at a recent city presentation and requested a pause to allow more businesses to weigh in on impacts.

 

CITY MANAGER REPORT

Assistant City Manager Tritsch gave a few updates. The Holiday Tree Lighting will be at Universal Plaza this year at 7 p.m. on Friday, December 6. City staff are celebrating several Tyler project modules (Utility Billing Platform, Enterprise Asset Management, Payroll Time & Attendance and HR Personnel Actions) that have gone live recently. These help meet the Council Goal to modernize city services.

 

CONSENT AGENDA

Acting as the Town Center Development Agency, the Chair and Directors approved an amendment to a development assistance agreement with Family Promise of Tualatin Valley, extending the deadline to June 30, 2025.

 

ANNUAL JOINT MEETING WITH THE TIGARD TRANSPORTATION ADVISORY COMMITTEE

The Tigard Transportation Advisory Committee Chair and several TTAC members attended in person and online. Chair Michael Hendrickson reported that the TTAC advises the Council and City on Complete Streets policy implementation, capital projects, Transportation System Plan (TSP) implementation, safety, accessibility and mobility issues.  Future activities in 2025 include a summer project tour, continued support for the Hall Boulevard Jurisdictional Transfer, bringing Sunday Parkways to Tigard, and increasing sidewalk connections.

 

DOWNTOWN PARKING MANAGEMENT UPDATE

Time limits for on-street parking have been under discussion since the 1970’s . Council guidance was sought on a proposed Parking Management Program that includes enforcement for overtime parking and a pilot employee permit program (with 6 months of warnings). The goal is  to encourage on-street parking turnover in the downtown business district and Tigard Triangle. Council recommended a pause in beginning the enforcement of overtime parking and requested more outreach to business owners and a survey to collect data on the number of employees working  in these districts, their shifts and where they are parking. Council requested staff schedule a discussion for a February meeting to review stakeholder survey results before enforcement begins.  

 

LEGISLATIVE PUBLIC HEARING ON AN ORDINANCE AMENDING TIGARD MUNICIPAL CODE CHAPTER 10.28 REGARDING PERMIT PARKING

Due to Council’s recommendation to pause the permit enforcement until after further outreach and data gathering are completed, there was no immediate need to consider the code amendment and the legislative public hearing was not held.

To file a grievance under ORS 192.705 for a Public Meetings Law violation, please contact Carol Krager or Lindsay Bartholomew. Grievances may also be submitted by mail or in person at Tigard City Hall, 13125 SW Hall Blvd, Tigard, OR 97223, between 8 AM - 6 PM, Monday through Thursday.
