McDonald Street Design:
Project Description:
McDonald Street is a busy east–west arterial in Tigard's transportation network, connecting Pacific Highway to Hall Boulevard. McDonald Street is a key route to and from school for students attending nearby James Templeton Elementary School, Twality Middle School, and Tigard High School.
Currently, the street lacks crosswalks, sidewalks, bicycle lanes, and turn lanes. It can be highly congested, especially at the Hall Boulevard intersection. To improve safety for pedestrians, cyclists and drivers, the City initiated a project to improve McDonald Street between Pacific Highway and Hall Boulevard.
Improvements to the intersection of McDonald Street/Hall Boulevard are one of the Top 5 Priority Projects identified in the Tigard Transportation System Plan Update and aligns with Tigard’s Safe Streets Action Plan.
The project takes a "Complete Streets" approach to street design, operation, and maintenance, prioritizing people of all ages and abilities first—regardless of how they get around – whether walking, bicycling, using mobility aids, taking transit, or driving.
Potential future McDonald Street improvements under consideration:
- Sidewalks
- Bike lanes
- Turn lanes
- Multi-use paths
- Intersection improvements
- Landscaping
In addition, under study is the replacement or undergrounding of some overground utilities.
Project Goals

Project Schedule
Due to the scope and scale of the improvements, the project will be completed in phases and is planned to span over four years from start to finish. Phase 1 of the project is nearing completion which includes a study and early design. Phase 2, starting in summer of 2026, will include the full design, the formal right-of-way process, and construction of the improvements.

Community Engagement:
On October 15, 2025, the project team hosted a community open house to gather feedback from residents about current uses of McDonald Street and potential road designs. Click here for a summary of the feedback received at the meeting.
